OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON FEBRUARY 14, 2019 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on February 14, 2019. The purpose of the meeting was to discuss issues associated with the safety review of licensing actions for SNCs Vogtle Electric Generating Plant (VEGP) Units 3 and 4.

The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML19028A023. The meeting notice is also posted on the NRC public website. Enclosures 1 and 2 are the meeting agenda and attendance list for the meeting, respectively. J. Dixon-Herrity Summary of Meeting:

On February 14, 2019, staff from the NRC conducted a public meeting with representatives from SNC to discuss issues associated with the safety review of licensing actions for SNCs VEGP Units 3 and 4. Specifically, the meeting discussed topics regarding SNCs response to staff questions about extending the commitment date for detection and alarm of open phase condition related to Bulletin 2012-01, Design Vulnerability in Electric Power System (see ADAMS Accession Nos. ML18242A012 and ML19035A619) and regarding Functional Arrangement Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) (see ADAMS Accession No. ML19044A737).

Open Phase Commitment Extension SNCs response to NRC questions regarding SNCs supplemental response to Bulletin 2012-01:

  • For this topic, SNC reviewed their responses submitted in advance of the public meeting (see ADAMS Accession No. ML19035A619) and discussed technical details consistent with their previous submittals, including existing design features for undervoltage detection and negative sequence detection. SNC advised that factors leading to revising their commitment dates for completion of the open phase condition (OPC) analysis and modifications were that completion of the commitment was not a safety issue, and limited resources prior to fuel load were being used to focus on higher priority safety related issues.
  • The staff and SNC agreed that, since the OPC commitment change is being handled under NEI 99-04, SNC was not required to obtain NRC approval prior to making the change, but instead only needed to notify NRC, which was done in a previous submittal dated August 29, 2018 (see ADAMS Accession No. ML18242A012), and that NRC did not need to respond to the notification unless it disagreed with the SNC position.
  • The staff asked SNC questions for further clarification during the discussion o As it relates to the offsite circuit credited under Title 10 of the Code of Federal Regulations, Part 50, Appendix A, General Design Criterion (GDC) 17, Electric Power Systems, referred to as the preferred power supply, the staff asked the licensee about their plan to address the capacity, capability, and the likelihood of failure for an OPC. The licensee explained as discussed in their response (ADAMS Accession No. ML19035A619) that the medium voltage breakers to nonsafety defense-in-depth motors are provided with negative sequence protection. The staff further clarified that this type of motor protection would only protect the nonsafety motors but would not protect safety-related loads connected to the Class 1E buses.

o The staff reiterated that the 2 main reasons why the staff considers the reliability of the single offsite power circuit, part of the grid, as important to safety for GDC 17 purposes for Vogtle Units 3 and 4 were: 1) AP1000 design credit for the offsite grid remaining stable to maintain reactor coolant pump operation for three seconds following a turbine trip, and 2) the AP1000 design reliance on a safety-related dc power source supplied by Class 1E batteries to actuate the safety-related system during transient and accident conditions. The licensee stated: 1) an OPC was not an immediate safety concern, 2) there are no compensatory measures for the 36 months during which the reactors would operate prior to completion of the OPC

J. Dixon-Herrity modifications and analysis, and 3) the OPC strategy that the licensee is using when there is OPC on the offsite source - i.e. transfer from offsite source to reserve auxiliary transformers.

o The staff also asked whether the licensees design had a means to detect or if they had compensatory measures to mitigate an open phase condition. The licensee responded that undervoltage protection, which includes degraded voltage and loss of voltage relays, would detect an open phase condition during at power (i.e., full power) conditions. The staff explained that these relays only detect voltage magnitude and not phase angle, which is the characteristic that will display change during an OPC. The inability to detect the OPC condition will not allow the two non-Class 1E onsite standby diesel generators to supply power to selected loads in the event of loss of the normal, preferred, and maintenance power sources. The licensee continued to assert that the undervoltage protection was going to detect an OPC.

  • In summary, the staff understanding is that the decision to extend the implementation is related to the licensees priorities and resources.

Functional Arrangement ITAAC This discussion included both a public discussion and nonpublic discussion to address proprietary matters. SNC described its plans to complete the ITAAC related to the functional arrangement of plant systems at VEGP Units 3 and 4. During the SNC presentation, the staff provided comments on the SNC plans to complete those ITAAC. The staff considered the discussion to be helpful in understanding the SNC interpretation of the functional arrangement ITAAC requirements.

During the open portion of the meeting, after each discussion topic, there was an opportunity for the public to provide comments and ask questions. There were no comments or questions from members of the public.
