Dear Mr. Browne:

By letter dated August 30, 2018 (ML18243A043), NextEra Energy Seabrook, LLC (NextEra) submitted an exemption request for Seabrook Station, Unit No. 1 (Seabrook). The purpose of this e-mail is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review of this exemption request.

The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff has reviewed your application and has determined to accept the application for review. But, given that this submittal is part of NextEras overall resolution of Generic Letter (GL) 2004-02, Potential Impact of Debris Blockage on Emergency Recirculation During Design Basis Accidents at Pressurized-Water Reactors, the NRC staff has decided to put the review of this application on hold until further progress can be made on the review of NextEras GL 2004-02 closeout strategy for Seabrook. The NRC staff has planned an audit at the NextEra headquarters during the week of January 14, 2019, to further the NRC staffs understanding of the closeout strategy.

Once the NRC staff determines sufficient progress has been made on the review of the closeout strategy, the staff will notify NextEra, when it will resume reviewing the exemption request and provide an estimate of hours and schedule for completion. During the time that the review of the exemption will be on hold, the NRC staff does not plan to charge to the EPID associated with the exemption review. Based on the staffs review of the closeout strategy, the NRC staff will identify any need for NextEra to supplement the exemption application.
