Re: Turkey Point Units 3 and 4 Docket Nos. 50-250 and 50-251

'Proposed Amendment to Facility Operating Licenses DPR-31 and DPR-41 Turkey Point Units 3 and 4 are presently authorized to operate with up to 19/ of the steam generator tubes plugged. Florida Power & Light Company requests an amendment to Facility Operating Licenses DPR-31 and DPR-41 to al.low full power operation with up to 25/ of the steam generator tubes plugged. The safety analys.is performed for the LOCA transient. and the associated proposed changes to Facility Technical Specifications will be submitted by August 10, 1978.

The following changes to Technical Specifications are proposed to allow full power operation with up to 25/ of the steam generator tubes plugged.

These proposed changes result from the analysis of non-LOCA transients with 25K steam generator tube's plugged.

They determined that these changes wi'll not endanger the heal'th and safety of the publ,ic.

A wri,tten safety evaluation is attached.

Fl'orida Power 8 Light Company Topical Report NAD-1483, "Safety and Fuel Management Analysis Methods," is referenced by the attached safety evaluation. Volume I of NAD-1483, subtitled "Methodology for Analysis of Operational Transients," is en-closed for your review; Volume II of NAD-1483 subtitled "Neutronics and Fuel, Management Analysis Methods," will be forwarded shortly.
