DPR-32 DPR-37 Pursuant to 10 CFR 50.90, Virginia Power requests an amendment, in the form of changes to the Technical Specifications, to Operating Licenses DPR-32 and DPR-37 for the Surry Power Station, Unit Nos.
1 and 2, respectively. The proposed Technical Specification changes are to revise the surveillance requirements for the safety-related shock _suppressors (snubbers) by (1) deleting the snubber listings, Table 4.17-1 (Unit 1) and Table 4.17-2 (Unit 2);
(2) revising Specification 4.17-A, Inspection Groups and 4.17-B, Visual Inspections of snubbers; and, (3) revising the Bases for 4.17 to include the definition of accessible and inaccessible and snubber groupings.
Virginia Power is pursuing the deletion of snubber listings, Tables 4.17-1 and 4.17-2, from the Technical Specification as a consideration of Generic Letter 84-13, issued May 3,
1984.
Several other changes are made throughout the Technical Specifications where references are made to these tables.
Additionally, the proposed changes to Specifications 4.17-A, Inspection Groupings and 4.17-B, Visual Inspections, are intended to reduce the frequency of unnecessary visual inspections while maintaining a high degree of safety.
The proposed Technical Specification provides a more reasonable approach for snubber grouping, inspection, and evaluation.
The proposed specification is consistent with ASME committee philosophy, OM-4, "Examination and Performance Testing of Nuclear Power Plant Dynamic Restraints," and has been previously accepted by the NRC.
We request a review to support our fall outages currently scheduled for commencement on September 13, 1985, for Unit 1 and October 11, 1985 for Unit 2.
This request has been reviewed by the Station Nuclear* Safety and Operating Committee and the Safety Evaluation and Control Staff.

VIRGINIA POWER determined that this request does not involve an unreviewed safety question as defined in 10 CFR 50.59 or a significant hazards consideration as defined in 10 CFR 50.92.
