SUBJECT: Report Nos. 50-280/81-04 and 50-281/81-04

This refers to the routine inspection conducted by D. J. Burke of this office on

January 2-30,. 1981, of activities authorized by NRC Operating License Nos.

DPR-32 and DPR-37 for the Surry facility.

Our preliminary findings were

discussed with J. L. Wilson at the conclusion of the inspection ..

Areas examined during the inspect ion and our findings are discussed in the

enclosed i nsp~ction report. Within these areas, the inspection consisted of

selective examinations of procedures and representative records, interviews with

personnel, and observations by the inspector. *

During the inspection, it was found that certain activities under your license

appear to violate NRC requirements.

These items and references to pertinent

requirements are listed in the Notice of Violation enclosed herewith as

Appendix A.

Elements to be included in your response are delineated in

Appendix A.

In addition to the need for corrective action regarding these specific viola-

tions, we are concerned with regard to the implementation of your ALARA

radiation protection program for shielding in plant areas outside containment.

Beginning in December, 1979, through January, 1980, some 50 Hea 1th Physics

requests for engineering studies were submitted to your engineering staff to

determine if shi e 1 ding such as 1 ead may be hung on piping or s*ystem components

in the decon and auxiliary buildings, to reduce the radiation exposure in those

areas without affecting the seismic response or stress of these systems. As of

January 6, 1981, none of the above requests for shielding analysis had been

completed. Consequently, in your reply, you should describe in particular those

actions taken or planned to improve the* effectiveness of your management control

system for such requests.

10, Code of Federal Regulations, a copy of this le.tter and the enclosed

inspection report will be placed in the NRC Public Document Room.

If this

report contains any information that you believe to be proprietary, it is

necessary that you make a written application within 20 days to this office to

Any such application must

include the basis for claiming that the information is proprietary and the

proprietary information should be contained in a separate part of the document.
