50-280 REPORT NO:

80-062/03X-1 EVENT DATE:

10-19--80 TITLE OF EVENT:

RM-CC-105/106 SETPOINTS OUT OF SPEC.

1.

DESCRIPTION OF EVENT

With. Unit 1 at cold shutdown and defueled, PT 26.1 showed RM-CC-105/106 alarm setpoints to be greater than twice background.

This,is contrary to Tech. Spec.

Table 3. 7-5 and is reportable as per T. S. 6. 6. 2. b. (4'f;*

2, PROBABLE CONSEQUENCES AND STATUS OF REDUNDA..~ SYSTEMS :

Component cooling ~ter radiation monitors (RM-CC-105/106) provide for the*

automatic closure of CC surge tank vent valve HCV-CC-100.

With the reduced background radiation resulting from Unit 1 defueling, the setpoint of RM-CC-105/106 must be lowered.

The setpoints being less conservative than those required by T.S. does not prevent the fulfillment of the functional requirements of this system.

Therefore the health and safety of the public were not affected.

3.

CAUSE

This-event was due,tb the*decrease in background radiation levels.

4.

IMMEDIATE CORRECTIVE ACTION

Reduce the alarm setpoints to less than twice background by use of procedure CAL-RM-004.

5.

SUBSEQUENT CORRECTIVE ACTION:

None required.

6.

ACTIONS TAKEN TO PREVENT RECURRENCE:

None.

7.

GENERIC IMPLICATIONS:

None.
