CLOSEOUT OF BULLETIN 88-02, RAPID PROPAGATING FATIGUE CRACKS IN STEAM GENERATOR TUBES, SALEM GENERATING STATION, UNITS 1 AND 2, (TAC NOS. 67320 AND 67321)

The NRC staff has completed their review of your actions to resolve NRC Bulletin 88-02, "Rapidly Propagating Fatigue Cracks in Steam Generator Tubes,"

for Salem Units 1 and 2. These actions are documented in your letters dated March 28, 1988, April 5 and July 31, 1989, and January 19 and July 10, 1990.

Our Safety Evaluation (SE) is enclosed.

We find that the actions taken by you for Salem Units 1 and 2 fully resolve the issues identified in the bulletin and are acceptable. This finding is subject to the adoption of additional admin-istrative controls as described in the conclusion of the enclosed SE.

Based on satisfactory resolution of the bulletin issues, you may, at your option, terminate your commitment to the enhanced leak rate monitoring program at Salem 1 and 2. Nevertheless, we encourage you to review the leak rate monitoring procedures to ensure the continued effectiveness of those procedures for the timely detection, monitoring, and trending of rapidly increasing leak rates.

Please provide the Commission, in writing, the date when full implementation has been achieved.
