STATUS OF BULLETIN 88-02 RESOLUTION, SALEM UNIT 2 (TAC NOS. 67320/67321)

RE:

SALEM GENERATING STATION, UNITS 1 AND 2 By letter dated July 29, 1988 (NLR-N88102) Public Service Electric and Gas Company described actions being taken for Salem Units 1 and 2 to resolve issues in NRC Bulletin 88-02, "Rapidly Propagating Fatigue Cracks in Steam Generator Tubes".

However, this submittal only provides a summary description of the actions being taken to resolve item C.2 of the bulletin. A more detailed report for Salem 2 will be provided following the fourth refueling outage.

A similar detailed report will be submitted for Salem 1 in early 1989 in preparations for the refueling outage currently scheduled for April 1989.

Pending receipt and NRC staff review of the final report, we are unable t~

issue a final approval to close out Bulletin 88-02 for Salem 1 and 2 at this time.

However, we find there is an adequate basis to permit restart of Salem Unit 2, as detailed below:

The July 29, 1988 submittal indicated that the generic program developed by Westinghouse for resolution of item C.2 of the bulletin has been implemented.

The Westinghouse program has been documented in detail in WCAP-11799.

Generic aspects of the Westinghouse program in WCAP-11799 have been reviewed by the staff and found to be an acceptable approach for.

resolving item C.2 of Bulletin 88-02.

3.

As a result of the actions taken to resolve item C.2 of Bulletin 88-02, two tubes at Salem Unit 2 have been plugged.

Unsupported tubes remaining in service satisfy the Westinghouse 11stress ratio criterion" and exhibit acceptable fatigue usage for the projected life of the plant.

The enhanced leak rate surveillance program, committed to December 16, 1987 and March 28, 1988 submittals, pursuant C.1, of Bulletin 88-02 will not be terminated until after report has been reviewed and approved by the NRC staff.
