~* ATTACHMENT A SALEM OFFSITE DOSE CALCULATION MANUAL

SUMMARY

OF CHANGES The changes to the Salem Generating Station Offsite Dose Calculation Manual consisted of the following:

1) Updating the Site Related Ingestion Dose Commitment Factors to include Cobalt-57, Bromine-82, Niobium-97, Rhodium-103m, Rhodium-106, Antimony-124 and Antimony-125.

RATIONALE: For completeness (Dose code contains values but ODCM Table previously did not).

2) Updating the Pathway Dose Factors to include Cobalt-57, Antimony-124 and Antimony-125.

RATIONALE: For completeness (Dose code contains values but ODCM Table previously did not). These changes were made to provide consistency between the Salem and Hope Creek ODCMs.

3) Updating the Radiological Environmental Monitoring Program sample locations (as per census).
4) The addition of the Technical Basis for Effective Dose Parameter (Appendix D). ~

RATIONALE: Previously unavailable within text. *

5) The exclusion of onsite ball fields as part of special dose analysis as they are not used anymore.

RATIONALE: Ball fields are located on site and were used sporadically. These ball fields will no longer be used.

6) Typing corrections.

These modifications were used to generate the Radiological Effluent Release Report (#21) for the second half of 1986.

A list is provided in Attachment B which highlights those items in the Salem and Hope Creek ODCMs which could not be standardized due to design, plant hardware, or Technical Specification differences between plants.

Salem Hope Creek

'".*..i This report, RERR-21, summarizes the releases of -radioactive materials in liquid, gaseous and solid form from the Salem Generating Station Units 1 and 2 for the period July 1, 1986 to December 31, 1986.

The report is prepared in the format of Regulatory Guide 1.21, Appendix B, as required by Specification 6.9.1.11 of the Salem Technical Specifications. Preceding the tables summarizing the gaseous and liquid discharges and solid waste shipments is our response to parts A-F of the "Supplemental Information" section of the Regulatory Guide 1.21, Appendix B.

As required by Regulatory Guide 1.21, our Technical~

Specification limits are described in detail within this report along with a summary description of how measurements and approximations of the total activity discharged were

To facilitate determination of compliance with 40CFR190 requirements, the following* information on electrical output is provided.

Unit 1 generated 4,144,301 megaw~tt-hours of electrical energy (net) during ttie reporting period.

Unit 2 generated l,352i405 megawatt-hours of electrical energy lnet) during the reporting period.

Results of liquid and gaseous composites analyzed for gross alpha, sr~89, Sr-90, and Fe-55 for the fourth quarter of 1986 were not available for in~lusion in this report. The results of these composites will be provided in the next Radioactive Effluent Relea~e Report.

The Sr-89, Sr-90, and Fe-~5 analyses for the second quarter of 1986 (refer to RERR-20) have been completed: amended pages to RERR-20 are included in this report.

2.0 Maximum Permissible Concentrations (MPC)

4.0 _Measurements and Approximation of Total Radioactivity 4.1 Liquid effluents are monitored in accordance with Table 4.11-1 of the Technical Specifications. During the period of record, all wastes from.the chemical drain tank and the laundry and hot shower tanks were routed to the hold-up tanks for monitoring prior to release. The- predominant gamma emitting isotopes detected in sampling were Co-58, Co-60, Cs-134, and Cs-137. Specific activity from analyses were multiplied by the volume of effluent discharged to the enviroment in order to e~tirnate the total liquid activity discharged.

The plant vent is the final release point of all planned gaseous effluents and is continuously monitored by beta scintillators and high range GM tubes. The vent is also continuously sampled

The detection requirements of Tables 4.11 and 4.11-2 of the TS are achieved or exceeded. Isotopes existing at concentrations below the achieved detection limit are not treated as being present.

Continuous Mode gaseous releases are quantified by routine (monthly or weekly) sampling-and isotopic analyses of the

plant vent. Specific activities for each-isotope detected are multiplied by the total vent flow volume for the entire 1LJ sampling period .in order to estimate the normal continuous release of radioactiviti through the plant vento r,:~ ..

~~1~ Batch Mode batch mode releases are quantif i-ed by the sample of each gas decay tank or cont'ainment purge prl.or to discharge. Specific activities for each isotope are multiplied by the total volume of gas discharged.

Elevated plant vent radiation monitoring system readings while the channel is in an alarm state are treated as batch mode releases. If specific activity data from grab samples taken while the release was in progress is not available, then the abnormal release will be quantified by the use of the plant vent radiation monitors. The monitors response is coverted to a *specific activity* using historical

  • efficiency factors. The "specific activity" is multip~ied by the volume of effluent discharged while the channel was

_in an alarm state in order to estimate the total activity discharged.

4o3 The estimated total error of the reported continous gaseous releases is within 50% when concentrations exceed detectable levels. This error is due primarily to variability of waste stream flow r~tes and changes in isotopic distributions of waste streams between sampling periods. The estimated total error of the reported batch gaseous releases is within 10%. Error estimates for continuous releases where sample activity is below the detectable concentration levels ar~ not included since error estimates at the LLD are not defined.

Error estimates for continous releases where sample activity is below the detectable concentration levels are not included since error estimates at the LLD are not defined.

The estimated total error of reported liquid releases is within 25%.

5.0 Batch Releases Summaries of batch releases of gaseous and liquid effluents are provided in Tables 4A-l and 4B-l for Unit 1 and 4A-2 and 4B-2 for Unit 2.

6.0 Unplanned Releases During this reporting period there were no unplanned releases.

7.0 Elevated R-16 Channel Responses During this reporting period,- the plant vent radiation monitor indicated slightly elevate.d readings on several occasions. As indicated above, elevated R-16 readings were quantified and treated as continiuous releases and are included in Tables lB-1 and lB-2. For purposes of dose calculations they are considered to be xe-133.

Part E. Radiological Impact on Man The calculated individual doses in this section are based on actual locations of nearby residents and farms. The population dose impact is based on historical site specific data i.e., food production, milk production, feed for milk animals and seafood production.

The doses were calculated using method~*described in Regulatory Guide 1.109 and represent calculations for the six month reporting interval. Doses from batch and continuous releases were calculated using the meteorological dispersion coefficient X/Q for the six month reporting interval.

Liquid Pathways Doses to individuals in the population from liquid releases are primarily from the seafood ingestion pathway. The total body dose to an individual was calculated to be 3.6 rnrem. The calculated highest organ -

dose from liquid releases was 2.37 mrem to the gastrointestinal tr*ct. The calculated population total body dbse was l.46E-01 person-rem. The calculated average.

total body dose to the population within fifty miles of the site was. 2.7E-5 mrem/person.

Air Pathways The resul*ting whole body and skin doses to an individual were calculated to be *1.43E-02 mrem and 3.36E-02 mrem respectively. The highest organ dose due to radioiodines and particulates with a greater than eight day half-life was 2.12E-02 mrem to the thyroid. The calculated population total body dose was l.OlE+OO person-rem. The f?J EJ*

miles of the site was 2.70E-05 mrem/person.

  • Direct Radiation Direct radiation may be estimated by thermoluminescent dosimetric (TLD) measurements. One method for comparing TLD measurements.is by comparison with preoperational data.

TLD's at onsite locations 25-2 and ~S-1 which are 0.3 miles and 0.9 miles from the reactor containment, averagetj 4.9 and 4.6 mrads/month respectively. The values for stations 25-1.and SS-1 are within the ~tatistical variation ass.ociated with the preoperational prog:ram results.

All. offsite monitoring locations remained within preoperational ranges. It should be noted that the nearest residen~ is 3.5 miles away.* It can thus be concluded th~t there was no measurable dose to any offsite locations from direct radiation.

Part F. Meteorological Data

.. ..::. Cumulative joint wind frequency distribution by atmospheric stability class at the 300 foot elevation is provided for the third and fourth quarters of 1986 as Tables 5 and 6.

Part G. ODCM Changes The Salem Offsite Dose Calculation Manual (ODCM) was revised and the revisions used for this report. These revisions were reviewed by the Station Operating Review Committee (SORC) in February 1987 and accompany_ this report.

Part H. Monitor Inoperability

-on November 12, 1986, during the period of interest, it was discovered Technical Specification surveillance 4.3.3.9 for the quarterly functional test of Noble Gas Activity Monitor 1R41C [IL] was not performed within the required time frame. The cause of this event was personnel error. The monitor was declared inoperable until a satisfactory surveillance was completed. No gaseous releases occurred within the three (3) day testing period *. The technician involved was counseled on the need to maintain attentiveness to details. I&C personnel were briefed on the events stressing the need to maintain attentio~ to detail. *

six month reporting interval. Individual doses from batch and continuous releases were calculated using the annual average historic meteorblogical dispersion coefficients as described in the Offsite Dose Calculation Manual.

Population doses were calculated using the meteorological dispersion coefficients for the six month reporting interval.

Liquid Pathways Doses to individuals in the population from liquid releases are primarily from the seafood ingestion pathway. The total body dose to an individual was calculated to be 1.71E-Ol mrem. Th~ calculated highest organ dose from liquid releases was l.02E+OO mrem to the gastrointestinal tract. The calculated population total body dose was l.09E-01 person-rem. The calculated average total body dose to the population within fifty miles of the site was 2.02E-05 mrem/person.

Air Pathways

  • .. t The resulting total body and skin doses to an individual were calculated to be.1.32E-02 mrem and 3.06E,;.,02 mrem respectively. The calculated population total body dose was 1.82E-01 person-rem *. The calculated.average total body dose to the population within*fifty miles of the site was 3.37E-05 mrem/person.

Direct Radiation Direct radiation may be estimated by Thermoluminescent dosimetric (TLD) measurements. One method for comparing TLD measurements is by comparison with preoperational datae It should b~ noted that the TLDs measure direct radiation from both the Salem and Hope Creek Generating Stations at Artificial Island.

TLDus at onsite locations 25-2 and 55-1, which are Oe3 miles and 0 .. 9 miles from the point of originf averaged 4.88 and 4.53 mrads/month respectively. The values for stations 25-2 and 5S-l are within the statistical variation associ~ted with the preoperational ptogram results.

All of fsite monitoring locations remained within preoperational ranges until May 9, 1986 when activity from the Chernobyl reactor accident was detected *. All elevated measured values were consistent with activity from the Chernobyl reactor and indicator stations were no higher than control stations. The annual radiological report will discuss.the details of the'measurementsc It is concluded that the elevated measurements are not the result of plant effluents.
