SUBJECT:
LOW TEMPERATURE OVERPRESSURE PROTECTION TECHNICAL SPECIFICATION CHANGE REQUEST (TAC NO. 72889)
By letter dated September 12, 1989, Consumers Power Company su6mitted an application to amend the Appendix A Technical Specifications for the Palisades Plant.
Consumers Power Company requested that the necessary amendment be issued prior to November 1, 1989, because the variable LTOP control, new PORVs, and new.bloc~ valves would be installed during the Fall 1989 maintenance outage.
Shortly after ~eceipt of the September 12 application, Consumers Power Company was advised that we considered the submittal to be grossly deficient and that rejection of the application was being considered.
At that time, we were advised that the application was being revised and supporting analytical information would be s~pplied. Your letter of September 22, 1989, supplied substantial additional information.
During the week of September 25; 1989, we had an opportunity to review the revised application, and we subsequently advised you that because of the untimeliness of the application we could not support your schedule.
However, Consumer Power Company indicated that the modifications coµld proceed even without the amendment, and the plant could be operated using the existing Technical Specifications.
We have reviewed our resources in light of the *safety significance of your proposed changes and conclude that the amendment could be issued by mid January 1990.
We will however, expedite our review to the extent possible to issue the amendment as early as practical.
