SUBJECT:
BROWNS FERRY, UNITS 1, 2, AND 3 - SAFETY EVALUATION REPORT ON HYDROSTATIC TEST REQUIREMENTS OF SECTION XI OF THE ASME CODE (TAC NOS.
- 62147, 62148 AND 62149)
The Tennessee Valley Authority (TVA), in a letter dated January 15,
- 1988, submitted a completely revised ASME Section XI Inservice System Pressure Test (SPT)
Program with two relief requests, H-3 and H-12, from certain inservice system pressure test requirements.
The relief requests are addressed in our letter of February 14, 1989.
The revised SPT Program for Browns Ferry Units 1, 2 and 3 is based upon the requirements of the 1974 Edition through Suomer 1975 Addenda of Section XI of the ASME Code for system hydrostatic tests.
TVA has specified certain requirements for system pressure tests to be in accordance with the later 1980 Edition, Winter 1981 Addenda of Section XI of the ASME Code; The staff has reviewed the revised SPT Program as submitted in the January 15, 1988 letter and finds it acceptable with one exception.
The exception, wh>ch is an open item, concerns the proposed requirement for the hydrostatic test pressure for Class 2 and 3 systems to be determined by the component within the test boundary with the lowest design pressure.
Pursuant to 10 CFR 50.55a(g)(5)(iii), this determination of the hydrostatic test pressure should have been submitted separately as a request for relief from ASME Code require-ments.
TVA, by letter dated April 18, 1989, submitted a request for relief (H-13).
The staff will address the request for relief in a separate safety evaluation.
The staff concludes, as documented in the enclosed safety evaluation (SE), that the use of the particular Code testing requirements of 1980 Edition, Winter 1981 Addenda of Section XI of the ASME Code specified by TVA for the SPT Program for Browns Ferry Units 1, 2 and 3 meets the requirements of 10 CFR 50.55a(g)(4)(iv), including the limitations of 10 CFR 50.55a(b).
The portions of later editions and addenda being used by TVA in the Browns Ferry Units 1, 2, and 3
SPT Program contain no other related code requirements affecting their use in this SPT Program.
The staff also concludes that the program meets the Code requirements.
