By letter dated January 15, 1988 the Tennessee Valley Authority {TVA), submitted for relief requests H-3 and H-12 from certain American Societv for Mechanical Engineers (ASME) Boiler and Pressure

Code,Section XI inservice system pressure test requirements.

TYA provided additional information for relief request H-3 in a telephone conference on November 17, 1988.

Relief request H-3 concerns hydrostatic testing for all of the ASME Code Class 2 or equivalent Main Steam (MS> and portions of the ASME Code Class 2 or equivalent Reactor Core Isolation Cooling (RCIC) and High Pressure Coolant Injection (HPCI) piping, for Browns Ferry Units 1, and 3.

TVA provided additional information for relief requests H-12 in letters dated August 25,

1988, October 19, 1988 and Novemher 4, 1988.

Relief reauest H-12 concerns hydrostatic pressure testing for portions of the Control Rod Drive (CRD) system for Browns Ferry Units 1, 2, and 3.

The staff has reviewed relief requests H-3 and H-12 and finds them acceptable.

The bases for our conclusions are provided in the enclosed staff's safety evaluations (SE).

The staff concluded that the Code testinq reauirements are impractical pursuant to 10 CFR 50/55a(a)(6)(i).

The TVA proposed alternative testing requirements are acceptable and will provide an adequate level of quality and safety.

The staff also concludes that granting relief where the Code requirements are impractical is authorized by law and will not endanger life or property, or the common defense and security and is otherwise in the public interest considering the burden that could result upon TVA if the Code requirements were imposed upon the Browns Ferry Nuclear Plant, Units 1, 2, and 3.

Accordingly, TVA is granted the requested relief, as documented in the enclosed staff SEs, from the Code hydrostatic test pressure renuirements as follows:

Relief Re uest H-3 For all of the Class 2 MS piping, and that portion of the Class 2 HPCI system piping between. FCV-73-44, FCV-73-45, and FCV-73-646 and that portion of the Class 2 RCIC system piping between FCV-71-39 and FCV-71-40, on the condition that the "licensee incorporate the alternate testing set forth in the licensee's letter of January 15, 1988 into Surveillance Instruction (SI) 3.3. 1.B for the Main Steam

System, SI 3.3. 1.B and 3.3.9 for the High Pressure Coolant Injection System, and SI 3.3. 1.8 and 3.3. 10 for the Reactor Core Isolation Cooling System prior to the restart of Browns Ferry Unit 2.

Relief Re uest H-12 For the Class 2

CRD piping in the 185 control units between valves FCV 85-39B and FCV 85-617, and the piping and components between valves FCV 85-39A, FCV-85-590, FCV-85-589 and the hydraulic accumu'lator water side on the condition that the licensee incorporate the alternative testing set forth in the licensee's letter of January 15, 1988 in the appropriate Browns Ferry Surveillance Instructions.
