Throughout the service life of a water-cooled nuclear power facility, 10 CFR 50.55a(g)(4) requires that components (including supports) which are classified as ASMF. Code Class 1, 2, and 3 meet the reouirements, except design and access provisions and preservice examination requirements, set forth in ASME Code Section XI, "Rules for Inservice Inspection of Nuclear Power Plant Components,"
to the extent practical, within the limitations of design,
- geometry, and materials of construction of the components.
This section of the regulations also requires that inservice examinations of components and system pressure tests conducted during the initial 120-month irspection interval shall comply with the requirements in the latest edition and addenda of the Code incorporated by reference in 10 CFR 50.55a(b) on the date lP months prior to the date of issuance of the operating license, subject to the limitations and modifications listed therein.

{including supports) may meet the requirements set forth in subsequent editions and addenda of this Code which are incorporated by reference in 10 CFR 50.55a{b) subject to the limitations and modifications listed therein.
The licensee, Tennessee Valley Authority (TVA), has prepared the Inservice System Pressure Test Program tn meet the requirements of 1974
- Edition, Summer 1975 Addenda (74S75} of the ASME Code Section XI.
By letter dated January 15, 1988, TVA submitted an inservice system pressure test program, including two relief requests for the first 10-year interval of Browns Ferry Units 1, 2, and 3.
Me have no objections to the Code of Record exceptions in your paragraph 4.1 other than Item (4) System Hydrostatic Pressure Test of Code Class 2 or equivalent exempt and nonexemp components.
This item is discussed in paragraphs 3 and 4 in the enclosure.

ENCLOSURE ADDITIONAL INFOPMATION RE UIRED FOR PRESSURE TEST PROGRAM Based on a review of the program and relief requests submitted, the staff has concluded that the following information and/or clarifications are required in order to complete the review of the inservice system pressure test program plan.
Section 1.0 of the SPT Program states that the specifics concerning performance of system pressure tests are not a part of this program but are included in plant surveillance instructions.
Sections 3.0 through 4.0 provide descriptions and specifications for the information that the surveillance instructions are to contain.
Please provide the surveillance instructions as they contain the information required for the staff to review your SPT program.

Provide isometric drawings with ASME Class equivalent and boundaries between classes showing ID numbers from SPT surveillance instructions for components.
Paragraph 4.0 and its subparagraphs note exceptions to the Code of Record.
Paragraph 4.1.4 eliminates the 74S75 IWC-2412 requirement of proportioned inspections during the three 40-month periods when components are exempted in accordance with IWC-1220.
Please justify this exception as a relief request.
The application of exceptions and exemptions to development of the ISI plan for each unit should be noted in the surveillance instructions.
Please provide a listing of systems, subsystems, components, or zones exempted from inspection for each class.
Also provide a narrative to explain how each exception and exemption was applied to each unit's SPT plan.
Section 3.0 states that the inspection interval is separated into three inspection cycles (or periods) of 40 months each.
Code Paragraphs 1WB-2410 and 1WC-2412 (Class 1 and 2 respectively) define requirements for the percentage of examinations that can be completed for each of'he three periods during the inspection interval when Paragraph IWB-1220 and IWC-1220 are utilized.
Paragraph IWD-2410(c) for Class 3 requires minimum percentage of inspections within specified inspection periods.
Please define which inspections are in which inspection period.
System pressure tests are part of the Inservice Inspection Program as required by examination Categories B-P and C-H in ASME 80W81.
Please provide a section in the ISI plan that contains complete system pressure test boundaries and a test program that indicates test pressures, test temperatures, design and operating pressures of the systems to be tested, and any safety or relief valve settings in the system to be tested.
Document and clarify the pressure test boundaries of relief request H-3.
