Dear Mr. Schwencer:

The purpose of this letter is to request a change to Items 2.A, 2.B.2 and 2.Cs9 of License No. NPF-14. These License Conditions should read as follows:

2.A This license applies to the Susquehanna Steam Electric Station, Unit 1, a boiling water nuclear reactor and associated equipment (the facility), owned by the licenses.

The facility is located in Luzerne County, Pennsylvania, and is described in the licensees'inal Safety Analysis Report as supplemented and amended through Amendment 53, and the licensees'nvironmental Report as supplemented and amended through Amendment 53.

2.B. (2) PP&L, pursuant to the Act of 10 CFR Part 70, to receive, possess, and use at any time special nuclear material as reactor fuel, in accordance with the limitations for storage and amounts required for reactor operation, as described in the Final Safety Analysis Report, as s'upplemented and amended through Amendment 53; 2.C.(9) Initial Test Pro ram (Section 14 SER SSER /I1 pp&L shall oonduot the post-fuel-loading initial test pxogram jgd /Gd.st (set forth in Section 14 of the licensee's Final Safety yO Analysis Report, as amended through Amendment 53) without any major modifications of this program unless

JAN 31 1983 (a) Elimination of any test identified as essential in Section 14 of the licensees'inal Safety Analysis Report, as amended through Amendment 53; (b) Modifications of test objectives, methods or acceptance criteria for any test identified as essential in Section 14 of the Licensee's Final Safety Analysis Report, as amended through Amendment 53; (c) Performance of any test at a power level different from that described in the program; and (d) Failure to complete any tests included in the described program (planned or scheduled for power levels up to the authorized power level).

The justification for these changes are contained in the letters which transmitted the amendments to the staff. The letters are as follows:

Amendment No. 49 PLA-1183, dated 7/9/82 contains Revision No. 31 to the FSAR.

Amendment No. 50 PLA-1196, dated 7/13/82 contains Revision No. L to the Security Plan.

Amendment No. 51 PLA-1355, dated 10/25/82 contains Revision No. M to the Security Plan.

Amendment No. 52 dated ll/2/82 contains Revision No. 6 to the Emergency Plan.

  • Amendment No. 53 PLA-1434, dated 12/17/82 contains Revision No. 32 to the FSAR.

The proposed change has been'etermined to be Class IV in nature and the appropriate fee is enclosed.

This amendment contains revisions to Items 2.A, 3.B.2 and 2.C.9 of the Facility Operating License.
