Dear Mr. Denton:

The purpose of this letter is to request approval in accordance with 10CFR50.90 of Change P to the Susquehanna Steam Electric Station Physical Security Plan.

Upon approval, we request that License Condition 2.D be revised to include Changes N, 0, and P to the Physical Security Plan and Changes A and B to the Security Training and Qualification Plan. Changes N and 0 to the Physical Security Plan were submitted pursuant to 10CFR50.54(p) in PLA-1628 dated May 6, 1983 and PLA-1714 dated June 16, 1983. Change A to the Security Training and Qualification Plan was submitted with PLA-921 dated September 1, 1981. Change B to the Security Training and Qualification Plan was submitted pursuant to 10CFR50.54(p) in PLA-1526 dated February 11, 1983.

Pursuant to 10CFR50.91(a)(1), PP&L has determined that the proposed amendment involves no significant hazards considerations. An analysis in accordance with 10CFR50.92 is attached.

Also attached are six (6) copies of Change P to the Susquehanna SES Physical Security Plan. Pursuant to 10CFR73.21, Change P should be withheld from public inspection.

Pursuant to 10CFR50.91(b)(1), copies of this application (without Change P) and the significant hazards consideration analysis have been provided to the State.
