Dear Mr. O'Reilly:

In reference to your letter of September 5, 1980, refer ring to RII:ALC 50-400/80-17, 50-401/80-15, 50-402/80-15, 50-403/80-15, the attached is Carolina Power and Light Company's reply to the deficiencies identified in Appendix A. It is considered that the corrective and pre-ventive actions taken are satisfactory for resolution of these items.

INFRACTION Condition Reported:

As required by Section 2F(5 ) of the Construction Permits and Section 4.6. 1. 1.c of the Revised Final Environmental Statement referenced

therein, road dust will be minimized.

Contrary to the above, on July 16-18, 1980, inspection disclosed that the licensee failed to minimize onsite road dust generated by routine construction activities and vehicular traffic.

Corrective Steps Taken and Results Achieved:

Nothing can be done to correct past deficiencies of this nature.

Refer to action described below.

Corrective Steps Taken to Avoid Further Noncompliance:

The highest priority for the water truck has been given to road watering inside the boundaries of the main plant site.

Every effort will be made to keep the primary roads watered once per day during dusty seasons.

The plant entrance road will be included in the same priority.

Outside the main plant security fence on the roads used for access to the main dam, efforts will be concentrated on securing the services of the con-tractor's water wagon to water the roads during days when concrete trucks re-quire use of the roads during periods when dusty conditions prevail.

Date When Full Com liance Will Be Achieved:

Full compliance is considered to have been achieved on September 10, 1980.
