CRYSTAL RIVER UNIT 3 NUCLEAR GENERATING PLANT - ISSUANCE OF AMENDMENT 256 FOR THE LICENSE TO APPROVE THE REVISED SECURITY PLAN FOLLOWING PERMANENT REMOVAL OF SPENT FUEL FROM THE SPENT FUEL POOLS (EPID NO. L-2017-SPR-0024)
Dear Mr. Hobbs:
By application dated May 24, 2016 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML16152A045), as supplemented March 8, 2017 (ML17072A055), and July 5, 2017 (ML17193A225), Duke Energy Florida, Inc., (DEF) requested the U.S. Nuclear Regulatory Commissions (NRC) approval of the Crystal River Nuclear Plant Unit 3 (CR-3)
Independent Spent Fuel Storage Installation Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan (CR-3 ISFSI PSP, Revision 0), which reflect removal of all CR-3 spent nuclear fuel from the spent fuel pools and the transfer of the fuel to dry cask storage within the Independent Spent Fuel Storage Installation located within the CR-3 Protected Area.
The CR-3 ISFSI PSP, Revision 0, supersedes the current Physical Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan at CR-3 The NRC staff has completed its review of the proposed CR-3 ISFSI PSP, Revision 0. The amendment approving the CR-3 ISFSI PSP, Revision 0 is provided in Enclosure 1. Enclosure 2 contains the staffs associated safety evaluation which includes safeguards information and should be protected from public disclosure.
A notice of issuance of amendment has been forwarded to the Office of Federal Register for publication.
In Enclosure C of your letter dated February 20, 2017, you requested relaxation from to the Order for Implementation of Additional Security Measures for Physical Protection and Fingerprinting for Unescorted Access at the Crystal River Nuclear Generating Plant Independent Spent Fuel Storage Installation (NRC Order EA-16-005). Specifically, you requested that DEF be allowed to continue to use its existing Access Authorization Program after all the fuel is transferred onto the ISFSI. The staff reviewed your request and determined that no relaxation request is necessary. Rather, DEF continues to be in compliance with NRC Order EA-16-005, through use of its NRC-approved Access Authorization Program in accordance with Attachment 2, section A.2, while the ISFSI remains collocated with the defueled reactor. As a result, no relief is necessary.
In accordance with Title 10 of the Code of Federal Regulations section 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of NRCs ADAMS.
