Carolina Power
& Light (CP&L) submited on January 28, 1988 the Shearon Harris Nuclear Power Plant Ten Year Inservice Inspection Plan for the first 10 year interval.
The Plan described the examinations and schedules for performing ASME code inspections of Class 1,2 and 3
components and supports as required by 10CFR50.55(a).
The Plan also included relief requests, which pursuant to 10CFR50.55a(g),
required NRC approval.
Relief Request Rl-003 requested relief from performing complete volumetric examination on certain circumferential piping welds and branch pipe connections welds due to pipe configurations not being conducive to 100 percent volumetric examinations.
Included in the relief request was weld II-SI-026SI-FW-543.
This weld was not originally scheduled for inspection during the first inspection in[erval.
- However, as a result of actions required by NRC Bulletin 88-08 CP&L will examine this weld during the refueling outage currently in progress.
Therefore granting of the requested relief is necessary for this weld.
The basis and technical justification for granting relief from 100%
volumetric examination of this weld was provided in Relief Request Rl-003 submitted with the ISI plan in January of this year.
The relief request and the listing of components requested for relief are attached for your convieneince.
In order to support the refueling schedule, CP&L requests that the relief requested for this weld be granted by September 6,
1988.

Examination category B-J, Item (s) 9.11 and 9.31 requires a
surface (P.T.)
and volumetric (U.T.) examination be performed on greater than or equal to 4 in. nominal pipe size circum-ferential piping welds, and branch pipe connection welds on greater. than or equal to 4 in. nominal pipe size piping.
CODE RELIEF REQUEST:
Relief is requested from performing 100 percent volumetric (U.T. ) examination on greater than or equal to 4 in. nominal pipe size circumferential piping welds and branch pipe connec-tion welds due to pipe configurations (reducer to tee, pipe to
- tee, pipe to flange...) not being conducive to 100 percent volumetric (U.T.) examinations.
ALTERNATE EXAMINATIONS:
Piping systems will be subject to system leakage pressure tests and be visually (VT-2) examined during each refueling outage.

BASXS FOR REQUESTXNG RELIEF:
Piping weld configurations (reducer to tee, pipe to tee< pipe to flange) are not conducive to performing 100 percent volume-tric (U.T.) examination from both sides of the weld, as required by ASME Section XI (Code Case N-335-1).
Some arrange-ments and details of the piping systems and components were designed and fabricated before the access and examination requirements of the ASME Section XI Code, and especially the requirements of Code Case N-335-1 could be applied.
Conse-quently some exams are limited or not practical to perform due to geometric configuration, or accessibility.
The limitations exist at fitting to fitring joints, where geometry and surface conditions preclude ultrasonic coupling, or access for the required scan length (Ref. Attached computer data indicating the estimates of code requiring examination coverage that may be completed on the individual components requiring-relief).

CONSTRUCTION CODE EXAMXNATIONS:
Volumetric Surface TECHNICAL JUSTIFICATION FOR REQUESTING RELIEF:
Required ASME Section XI Code (Code Case N-335-1) volumetric (U.T.) examinations can not be 100 percent completed on listed piping welds due to piping configurations not being conducive to volumetric (U.T.) examinations.
During preservice activities, examinations in limited areas were accomplished as a best effort attempt to cover as much of the code required area or volume as possible (generally, the weld and base metal of 1 "T" on each side).
- However, the extent of examination coverage could not be specifically qualified as being 100 percent.
These areas where complete examination of 100 percent of the required volume of area could not be achieved are documented on each applicable examination data sheet, and the limited cause noted.
The principal basis of partial examination is to identify the inability to examine 100 percent of. the required base metal volume for 1 "T" distance beyond the edge of the weld on a fitting or component.
Examples are:
(1) Ultrasonic examination of a pipe to elbow assembly, where scanning on the intrados of the elbow causes decoupling of the sound beam and; (2)
A pipe to flange or valve assembly where scanning the entire volume on the fitting or component side is limited by configuration.
The resulting coverage is such that examination of the 'weld, heat affected zone and base metal of 1 "T" on indetermined coverage of the base metal on the fitting or component side may be during this pipe side
- scan, depending on the calibrated sweep length, attentua-tion, joint configuration, etc.
- However, the volume on the fitting or component side additionally cannot be scanned completely for transverse indications when Code required.
In either case, 100 percent of this 1 "T" volume cannot be
- assured, thus a partial examination is required as a dis-claimer to having satisfied Code requirments, albeit the intent is satisfied to the extent practical.
Specific limitations and restrictions for all examinations are as indicated on the attached computer listing and the specific data sheet.

No impact on plant quality, safety, or reliability is expected as the systems will be subject to system leakage pressure tests and will be visually (VT-2) examined during refueling outages.
Systems will also be subject to hydrostatic testing at the end of the ten (10) year interval.
This Request for Relief (Rl-003) is applicable to the SHNPP Unit 1 First Ten (10) Year Interval Inservice Inspection Program.
