Carolina Power 2 Light Company (CPRL) hereby submits Amendment 39 to the Shearon Harris Nuclear Power Plant (SHNPP) Final Safety Analysis Report (FSAR). This amendment includes revision to Chapters 1, 2, 3, 0, 5 6, 7, 8, 9, 13, 10, 15, and 16. This amendment is not an update pursuant to 10CFR50.71(e), but instead it fulfillsCPRL's commitment to formalize the many program and plant changes that were submitted as correspondence and included in the basis for licensing the plant. This amendment also fulfillsCPRL's commitment to incorporate into the FSAR the revised containment peak temperature and pressure analyses which supported the reduced Technical Specification surveillance requ>rements of 0.6.2.1 issued w>th the operating license on 3anuary 12, 1987.

Also included in this amendment are updates to the FSAR descriptions concerning OTdT setpoints and the overall DNBR margins such that they accurately reflect final

'echnical Specification values as reviewed and discussed in the SER. The attached table provides a brief discussion of the changes as well as a reference to the correspondence which submitted the change.

Each page bears the amendment number, and technical changes are indicated by a vertical bar in the page margin.

FSAR SECTION JUSTIFICATION 1.8 2.2.3 6.0 9.0.1 3.6A.3 3.11 3.9 6.2.0 6.3 9.3 Carolina Power 2 Light Company's position on Regulatory Guide 1.95, Protection of Nuclear Power Plant Control Room Operators Against an Accidental Chlorine Release, is revised to reflect the supplemental analysis of control room habitability following a postulated chlorine release accident.

This analysis was submitted to the NRC per CPRL letter NLS-86-309 dated August 25, 1986.

Revisions are made to reflect supplementary main steam line break analysis as submitted to NRC per CPRL letter NLS-86-310 dated September 19, 1986.

Incorporated are revisions concerning the classification of containment isolation valves as submitted to the NRC per CPRL letter NLS-86-365 dated September 25, 1986.

3.9D A revision is made to reflect that the In-Service Inspection Program for Pumps and Valves is in the form of Plant Procedure ISI-203 as submitted to the NRC per CPRL letter NLS-86-339 dated September 16, 1986.

0.0.2 5.3.1 7.2.1 15.0.3 Incorporated revisions to the overall DNBR margin in that 1.896 of the margin has been utilized to account for an increased area of acceptable operation.

The revised value corresponds to that used in Technical Specification Figure 2.1-1. Reference SER supplement, Chapter 16, Figure 2.1-1, issued with Operating License NPF-63 on January 12, 1987.

A revision is made to incorporate information regarding conformance to 10CFR50.61, Pressurized Thermal Shock, as submitted to the NRC per CPRL letter NLS-86-282 dated July 31, 1986.

The allowable difference between the computed overtemperature Delta T trip setpoint and a channeVs maximum setpoint is being increased from 1.096 to 1.996 Delta T span.

The revised values correspond to the values used in Technical Specification Table 2.2-1.
