SUPPLEMENTAL SAFETY EVALUATION ON ST.

LUCIE UNIT 1, UNITS 3 AND 4, RESOLUTION OF UNRESOLVED SAFETY ISSU SUPPLEMENT NO.

1 TO GENERIC LETTER 87-02 (TAC NOS.

Dear Hr. Plunkett:

69483, H68303, By letter dated February 9,
1995, we notified you that we had found your scaled-back program was, in general, adequate to resolve the primary concern of USI A-46, "Seismic gualification of Equipment in Operating Plants."
However, several areas of concern were also identified which required our further evaluation.

To evaluate your USI A-46 program implementation and our areas of concern, we conducted an audit at the Turkey Point site and your Juno office during the week of December 4-8, 1995.

Based on the information reviewed during, the audit, we have concluded that you have implemented an adequate seismic'rogram to address our 'previous concerns and this issue is closed.

However, several items were identified during the audit which, although they were not significant enough to change our" overall conclusion about the acceptability of your program, require additional action.

Your staff agreed to take corrective actions regarding the specific findings identified during the audit and documented thedeficiencies in several Condition Reports.

These findings are described in the, enclosed Supplemental Safety Evaluation.

The corrective actions will be insp'ected by the NRC's resident inspectors at St.

Lucie Unit 1 and Turkey Point.

Finally, based on the results of the Turkey Point Units 3 and, 4 inspection, we have determined that a separate audit of St.

Lucie Unit 1 is not warranted.

This completes our actions on these TACs and TAC Nos.

H68303, H68304, and H69483 are considered closed.
