Re: Turkey Point Units 3 6 4 Docket Nos. 50-250 and 251 Proposed Amendment to Facilit 0 eratin License DPR-31 and DPR 41 In accordance with 10 CFR 50.30, Florida Power & Light Company submits herewith three (3) signed originals and forty (40) copies of a request to amend Appendix A of Facility Operating Licenses DPR-31 and DPR-41.

This proposal is submitted in response to your letter of November 20, 1980.

The proposed Amendment is described below and shown on the accompanying pages bearing the date of this letter in the lower right hand corner.

The Specification is changed to comply with the Standard Technical Specification wording.

Tables 3.13-la and 3.13-1b A new Table is added to separate hydraulic snubbers from mechanical snubbers.

Pa es 4.14-1 4.14-2 and 4.14-3 Additional surveillance requirements have been added as required by the Standard Technical Specifications.

Mr. Darrel G. Eisenhut, Director Page 2 Pa es B 3.13-1 & B 3.13-2 Bases are rewritten to support the addition of the new requirements.

The proposed amendment has been reviewed by the Turkey Point Nuclear Safety Committee and the Florida Power & Light Company Nuclear Review Board.
