Re: Turkey Point Units 3 and 4 Docket Nos. 50-250 and 50-251 Proposed License Amendments Emergency Diesel Generators; Change to Testing Requirements per Generic Letters 93-05 and 94-01 By letter L-95-207, dated September 11, 1995, Florida Power and Light Company (FPL) requested that Appendix A of Facility Operating Licenses DPR-31 and DPR-41 be amended to modify the Turkey Point Units 3 and 4 Technical Specifications in accordance with Line-Item 10.1 from NRC Generic Letter (GL) 93-05, "Line-Item Technical Specifications Improvements to Reduce Surveillance Requirements for Testing During Power Operation", and guidance provided in GL 94-01, "Removal of Accelerated Testing and Special Reporting Requirements for Emergency Diesel Generators." FPL letter L-95-207 also contains FPL' commitment to implement a maintenance program for monitoring and maintaining diesel genezatoz performance for both Turkey Point units consistent with 10 CFR 550.65 and the guidance of Regulatory Guide (RG) 1.160.

In a telephone conversation with the NRC staff, the staff requested that Inserts A and C of L-95-207 be revised to substitute "preplanned preventive maintenance" foz "planned maintenance.!'n response to this request, FPL has revised the attached Inserts A and C to include this revised wording.

The proposed revision does not change the conclusions reached in the original 10 CFR 550.92 evaluation. Thezefore, FPL maintains that the proposed amendments request including this proposed zevision, does not (1) involve a significant increase in the probability or consequences of an accident previously evaluated, (2) create the possibility of a new or different kind of accident from any accident previously evaluated, or (3) involve a significant reduction in a margin of safety; and therefore the proposed Technical Specification changes do not involve a significant hazards consideration as defined in 10 CFR 550.92.

GL 93-05 requests that licensees state that the proposed Technical Specifications changes are compatible with plant operating experience and consistent with the NRC guidance of GL 93-05. FPL acknowledges that these proposed license amendments are compatible with plant operating experience and consistent with the NRC guidance of GL 93-05.

In accordance with 10 CFR 550.91(b)(1), a copy of this letter is being forwarded to the State Designee for the State of Florida. The proposed license amendments as revised, have been reviewed by the Turkey Point Plant Nuclear Safety Committee and the FPL Company Nuclear Review Board.
