~CL~ ee Docket Nos- 50-250 and 50-251 Proposed license Amendment Over Pressure Miti atin S stem In accordance with 10 CFR 50.30, Florida Power & Light Company submits herewith three signed originals and forty copies of a request to amend Appendix A of Facility Operating Licenses DPR-31 and DPR-41. This submittal has been prepared in response to a July 19, 1978 letter from Mr. A. Schwencer.

The proposed amendment, which addresses the operability and surveillance of the Turkey Point Units 3 and 4 Overpressure Mitigating System (OMS) is described below and shown on the accompanying Technical Specification pages bearing the date of this letter in the lower right hand corner.

Pa e 3.15-1 The OMS limiting conditions for operation in Specification 3.15 are 55 to DPR 31 and Amendment 47 to DPR 41 require that power be revised'mendment removed from certain valves. This would, however, disable valve position indication, reducing operation awareness of conditions and requiring containment entry for the required valve position surveillance. An alternative means of increasing assurance of proper valve position has been added-Pa e 4.16-1 New Specification 4.16 give the OMS surveillance requirements.

(At the staff's request, additional surveillance on the presssurizer power operated relief valves'ackup air supply has been added.)

The proposed amendment has been reviewed by the Turkey Point Plant Nuclear Safety Committee and the Florida Power 6 Light Company Nuclear Review Board. Implementation of the OMS at both Turkey Point units was completed during the Spring, 1979 refueling outages.
