The program is applicable for the period May 7, 1980 to May 7, 1990.

ACTIVE VALVES are required to change position either by opening,. closing, or opening and re-closing to either safely shut down the reactor or mitigate the consequences of an accident.

Valves that are not tested during a specified Cold Shutdown, due to plant startup, will be identified to assure their testing in the event.

In any event, plant startup shall not be delayed to complete valve testing.

Corrective Action Where a valve fails to meet the requirements of the program and/or the reference

Code, the condition(s) shall be reviewed by the Plant Nuclear Safety Committee for dispostion and determination of whether it involves an unreviewed'safety question prior to commencing with plant startup or continuing with plant operation.
