FINAL RESOLUTION OF SEALING INSIDE OF CONDUITS PENETRATING FIRE BARRIERS AT D.

C.

COOK (TAC NOS.

61686 AND 61687)

A special safety inspection conducted from April 29 through May 3, June 21, and August 5-9, 1985 by Region III personnel revealed concerns regarding the adequacy of the sealing of conduits at the D.

C.

Cook Nuclear Plant, Units 1 and 2.

In a letter dated September 13, 1985 you stated that you "...adequately complied with the requirements for fire barrier conduit penetrations,"

but would place one seal on any double open ended conduit penetrating a fire barrier.

In

response, the NRC staff requested you to provide a copy of the D.

C.

Cook Nuclear Plant installation specification for conduit sealing (DCCFP101(CN, Rev.

9) for review.

Following conversation with the NRC staff regarding the. requirements of Branch Technical Position (BTP)

APSCB 9.5-1 Appendix A, Section D. 1.J, you formally requested approval of your conduit sealing program in a letter dated May 30, 1986.

Additionally you informed the NRC staff of your participation in a utility group sponsored study and testing project to determine the need for internally sealing conduit to maintain fire barriers.

The utility group sponsored study and testing project final report, "Conduit Fire Protection Research Program",

was available on June 1, 1987.

The final report establishes several conduit seal criteria.

Subsequently, you proposed a revised conduit seal program for D.

C.

Cook Units 1 and 2 in a letter dated October 20, 1988.

The staff has reviewed your October 20, 1988 submittal.

Based on the enclosed Technical Evaluation dated February 15, 1989, the staff concludes that the conduit sealing program proposed for the D.

C.

Cook Nuclear Plant is in. compliance with BTP APSCB 9.5-1 Appendix A and 10 CFR 50.48 Appendix R paragraph M.

In addition, you have provided adequate justification for the internal conduit sealing program.

program, you accept the burden of maintaining a program to adequately track cable fill to assure conduit sealing is properly maintained.
