MEETING
SUMMARY
The NRC staff met wi.th representatives of the Arizona Public Service Company (APS) on June 26, 1996, at NRC Headquarters in Rockville, Maryland, to discuss the licensee's pending submittal to convert the Palo Verde technical specifications (TS) to the improved standard TS (ISTS).
The list of attendees is provided in attachment l.
The licensee discussed their internal development and review schedule,'ncluding technical and operations
- reviews, as well as on-site and off-site safety committee review schedules.
The licensee continues on schedule for submitting their proposed amendment request by August 30, 1996.
The licensee then discussed the expected content of the submittal, including use of WordPerfect
- 5. 1 electronic media in addition to paper copies.
The licensee indicated their intention to combine all three units'S into one set of TS, with plant-unique features marked separately on applicable pages.
The licensee then identified that some of the Combustion Engineering Owners Group (CEOG) generic changes would be incorporated into the APS submittal.
The licensee identified the topics of the generic changes that applied to Palo, Verde.
The staff indicated that we would review these changes on their merits when APS submitted their amendment package.
The licensee then discussed some existing and proposed TS changes that would have to be considered in the review of the ISTS.
The licensee then identified the issues in their ISTS that they believed were beyond the scope of the generic ISTS.

.used by the licensee in these discussions are provided in attachment 2.
The staff and the licensee then briefly discussed the review method and schedule.
The staff indicated that the review method and necessary resources were still being considered, and would depend in part on the actual date of

MinorTechnical Changes The Maximum Containment Accident Pressure (Pa) is currently specified in the CTS as 49.5 psig. During the ITS Conversion it willbe revised to 53 psig. The change is a result of incorporating the allowed containment pressure into the assumption within the analysis The containment spray CTS has a requirement to maintain the spray header pIping filled with water to the 115 foot level. In the ITS this is being changed to specify 113 foot level. The change is a result ofa revised analysis.
The allowable pressure drop across the hydrogen purge filtration unit is specified in the CTS as 8.4 inches ofwater gage.
