Florida Power and Light Company has determined that this revision does not decrease the effectiveness of the plan. In addition, the plan, as revised, continues to meet the standards of 10 CFR 50.47(b) and the requirements of 10 CFR 50 Appendix E.

A summary of the changes incorporated by this revision is provided in the attachment.

St. Lucie Units t. &,2 L-98-251 Attachment Page 1 CHANGE DOCUMENT FOR REVISION 35 This document provides a review of the changes incorporated into revision 35 of the St. Lucie Plant Radiological Emergency Plan. These changes address a proposed change in the normal operating organization, which was formalized following the review and approval of this revision.

In addition, a new normal organization position of Health Physics/Chemistry Supervisor is added in this revision. An explanation of changes is provided as well as an effectiveness evaluation as called for in 10CFR 50.54(q).

NOTE: All page and Section references apply to revision 34.

Ex lanation of Chan es Two changes are included in this revision. The primary change is the elimination of the Services Manager position from the normal plant operating organization. This change is significant because the St. Lucie Plant Emergency Preparedness Program was an accountability of the Services Manager. Responsibility for the Emergency Preparedness Program is now an accountability of the Training Manager.

The transfer of responsibility of the Emergency Preparedness Program does not constitute a reduction in the effectiveness of the Emergency Plan because the Training Manager position is now a direct report to the Vice President St. Lucie Plant (as was the Services Manager position), therefore there is no decrease in management involvement.

The second change included in this revision reflects the incorporation of a new position into the normal plant organization. The position of Health Physics/Chemistry Supervisor has been added to the plant staff and the Health Physics and Chemistry Supervisors report to this position.

This addition of the new Health Physics/Chemistry Supervisor position does not decrease the effectiveness of the Emergency Plan because it has no direct effect on the Plan, but is included to reflect a change in the normal plant organization which is listed in the Plan.

Page 2-12, Section 2.2.1, paragraph entitled "Services Manager" changed from "The Services Manager has the responsibility to provide the necessary Information Services, Security, Protection Services, and Training services to ensure regulatory and company requirements are met. The Emergency Preparedness program falls under the accountabilities of the Service Manager.

The Services Manager reports to the Vice President- St. Lucie Plant" to "The Training Manager reports to the Vice President- St. Lucie Plant. The Training Manager has responsibility for directing supervisory activities in Emergency Preparedness and Training programs to ensure regulatory and company requirements are met."

Lucie Plant to delete the "Services Manager" and add the "Training Manager," (2) change the direct reports to the Training Manager to "Training Supervisors" and "Emergency Preparedness Supervisor," (3) delete the "Protection Services Supervisor," (4) change the direct reports to the Operations Manager to "Health Physics/Chemistry Supervisor," Operations Support Supervisor," and "Operations Supervisor," and (5) show the "Health Physics Supervisor" and the "Chemistry Supervisor" as direct reports of the "Health Physics/Chemistry Supervisor."
