Dear Hr. Conway:
SUBJECT:
STATION BLACKOUT FINAL SUPPLEMENTAL SAFETY EVALUATION PALO VERDE NUCLEAR GENERATING STATION (TAC NOS.
- M68579, H68580 AND M68581)
The NRC staff has completed its review of your letter of March 8, 1993,'n which you responded to the single open item regarding NRC's review of your implementation of the Station Blackout Rule, 10 CFR 50.63.
As discussed in more detail in the enclosed Supplemental Safety Evaluation (SSE),
the NRC staff finds that the monthly starts and the semi-annual load tests of the alternate AC sources are acceptable and therefore the open item identified in our SSE of July 28, 1992, is resolved.
This completes NRC's regulatory assessment of Station Blackout for Palo Verde.
As previously discussed with your staff, we request that Arizona Public Service Company report implementation when each unit is completed.
Sincerely, Original signed by Charles H. Trammell, Sr. Project Manager Project Directorate V
