STATION BLACKOUT SAFETY EVALUATION PALO VERDE NUCLEAR GENERATING STATION (TAC NOS.

M68579, M68580, AND M68581)

We have completed our review of the information that you submitted in response to the station blackout rule contained in 10 CFR 50.63.

Your response was contained in Arizona Public Service Company letters dated April 14, 1989; March 26 and December 11, 1990; and August 31, 1991.

Your submittals were reviewed by the NRC staff and by Science Applications International Corporation (SAIC) under contract to NRC.

The results of the review are contained in the enclosed Safety Evaluation and related Technical Evaluation Report prepared by SAIC.

As explained in more detail in the enclosure, we find that Palo Verde Nuclear Generating Station implementation plans to be in conformance with the station blackout rule, subject to the satisfactory resolution of six recommendations identified in the Safety Evaluation.

This constitutes the regulatory assessment of your station blackout submittal under 10 CFR 50.63(c)(3).

As provided in 50.63(c)(4),

you are requested to confirm implementation of the recommendations discussed

above, including a schedule for their completion, within 30 days of your receipt of this letter.

You stated in your August 31, 1991, submittal that it superseded the previous submittals.

However, it appears to us that the previous submittals were not intended to be completely superseded, and we have not entirely disregarded the PDR
