SUPPLEHENTAL SAFETY EVALUATION FOR STATION BLACKOUT, PALO VERDE NUCLEAR GENERATING STATION (TAC NOS.

H68579, H68580 AND H68581)

On February 11,

1992, we transmitted to you the NRC staff's Safety Evaluation pertaining to your responses to the Station Blackout Rule,,

10 CFR 50.63.

We found your proposed method of coping with a station blackout to be acceptable subject to the satisfactory resolution of the recommendations presented in the Safety Evaluation.

By letter dated Harch 20,

1992, you provided your response to these recommendations.

As explained in more detail in the enclosed Supplemental Safety Evaluation (SSE),

we find your response to be acceptable, except for the 3-month operability test of the alternate AC sources.

We request that you revise your commitment to include a load test during this operability test.

APS should determine the load and duration of this test.

We request that you respond within 30 days of your receipt of this letter.

Satisfactory resolution of this item will complete NRC's regulatory assessment of station blackout for Palo Verde.
