STATION BLACKOUT SUPPLEMENTAL SAFETY EVALUATION PALO VERDE NUCLEAR GENERATING STATION (TAC NOS.

H68579, H68580, AND H68581)

The NRC staff has completed its review of your letter of October 2,

1992, wherein, you responded to the single open item regarding NRC's review of your implementation of the Station Blackout Rule, 10 CFR 50.63.

As discussed in more detail in the enclosed Supplemental Safety Evaluation (SSE),

the NRC staff is concerned that load testing of the alternate AC sources on an approximately yearly basis, rather than on a 3-month basis, will not provide a sufficient data base to demonstrate the required 95% reliability of the gas turbine generators under load.

Therefore, you should implement the 3-month load test or describe how you propose to demonstrate the required reliability.

You are requested to provide a response to this matter within 60 days of your receipt of this letter.

This request for information affects fewer than 10 respondents.

Therefore, it is not subject to Office of Management and Budget review under Pub.

L.96-511.
