CLOSEOUT OF GENERIC LETTER 86-06, "IMPLEMENTATION OF TMI ACTION ITEM II.K.3.5, AUTOMATIC TRIP OF REACTOR COOLANT PUMPS",
(TAC NOS. 59412, 64110 AND 64111, MULTIPLANT ACTION G-01)
On May 29, 1986, Generic Letter (GL) 86-06 was issued to all applicants and licensees with Combustion Engineering (CE) designed nuclear steam supply systems (NSSS)
(except Maine Yankee).
The letter generically approved the CE Owners Group (GEOG) reactor coolant pump (RCP) trip criteria that had been submitted by the GEOG in response to GLs83-10a and b, both dated February 8, 1983.
GL 86-06 also provided guidance concerning implementation of the approved RCP trip criteria.
Specifically,Section IV of the generic safety evaluation included in GL 86-06 requested that applicants and licensees provide plant-specific RCP trip criteria to supplement the information previously submitted under the GEOG generic program.
By letter dated November 24, 1986, Arizona Nuclear Power Project (ANPP) responded to GL 86-06.
ANPP subsequently also responded to the staff's requests for additional information by letters dated June 27 and November 10, 1988.
As a result of subsequent review of plant-specific information for Palo Verde and other plants, the staff has concluded that the GEOG methodologies have significantly improved reactor safety, and the staff has no significant safety concerns about the plant-specific information.
On this basis, the NRC staff concludes that the RCP trip issue in TMI Action Plan Item II.K.3.5, "Automatic Trip of Reactor Coolant Pumps During Loss of Coolant Accidents" has been satisfactorily resolved for Palo Verde, Units 1, 2, and 3..With this letter, the staff concludes its efforts on Generic Letter 86-06, Multiplant Action G-01, TMI Action Plan Item II.K.3.5.
