This letter refers to the routine inspection
conducted
by Messrs.
M. Cillis
and
W. K. Tenbrook of this office on August 1-11,
1988, of activities
authorized
by NRC License
Nos.
and
and to the
discussions
of our findings held by Messrs. Cillis with the Assistant
Vice
President,
Nuclear Production Support
and other members of your staff at the
conclusion of the inspection.
Areas
examined during this inspection are described
in the enclosed
inspection
report.
Within these
areas,
the inspection consisted of selective
examinations of procedures
and representative
records,
interviews with
personnel,
'review of the status of the overexposure
reported in Licensee
Event
Report
(LER) 88-011-00
and the licensee
Special
Plant Event Evaluation Report
(SPEER) 88-02-04 related to the
same matter,
and observations
made
by the
inspector.
Based
on the results of this inspection, it appears
that certain of your
activities were not conducted
in full compliance with
NRC requirements.
Two
of the violations discussed
in this report were brought to your attention
during the Enforcement
Conference
held in the Region
V Office on August 17,
1988 with the President
and Chief Executive Officer, yourself,
and other
members of your staff in attendance.
Enforcement actions relative to the
findings discussed
at the Enforcement
Conference will be the subject of
separate
correspondence.
One additional violation that was
no
discussed
- n
the enforcement
conference
is set forth in the Notice of Violation, enclosed
herewith
as Appendix A.
Your response
to this Notice is to be submitted in accordance
with the
provisions of 10 CFR 2.201
as stated
in Appendix A, Notice of Violation.
In accordance
with 10 CFR 2.790(a),
a copy of this letter and the enclosure
will be placed in the
NRC Public Document
Room.
The responses
directed
by this letter and the accompanying
notice are not
subject to the clearance
procedures
of the Office of Management
and Budget as
required
by the Paperwork
Reduction Act of 1980,
