3/4.8 ELECTRICAL POWER SYSTEMS 3/4.8. 1 A.C. SOURCES E RATING LI TING CONDITION FOR OPERATION

'3.8.1. As a minimum, the following A.C. electrical power source shall be OPERABL

a. wo physically independent circuits from the offsit transmission ne work to the switchyard and two physically indep dent circuits fro the switchyard to the onsite Class 1E distri ution system, and
b. Two s arate and independent diesel generators each ~t
1. Sep rate day fuel tank with a minimum 1 el of 2.75 feet (550 allons of fuel), and
2. A sepa te fuel storage system with minimum level of 80K (71,500 al lons of fuel), and
3. A separate fuel transfer pump.

APPLICABILITY: MODES 1, 2, 3, and 4.

ACTION:

a. SURVEILLANCE RE UIREMENTS 4.8.1.1.1 Each of the above r quired indepe dent circuits between the offsite transmission network and the nsite Class lE stribution system shall be:

a. Determined OPERA E at least once per days by verifying correct breaker alignme ts, indicated power avai blity, and
b. Demonstrated PERABLE at least once .per 18 nths during shutdown by transferri (manually) unit power supply fro the normal circuit to the alter te circuit.

4.8. 1. 1.2 Each esel generator shall be demonstrated OPE BLE:

a0 In cordance with the frequency specified in Table 4.8-1 on a ST GERED TEST BASIS by:

Verifying the fuel level in the day tank,

2. Verifying the fuel level in the fuel storage tank,

1. Subje ting the diesel to an inspection in accor ance'with proced es prepared in conjunction with its m nufacturer's recommen ations for this class of standby s vice.
2. Verifying e generator capability to re ct a single largest load of grea er than or equal to 839 kM (Train 8 AFW pump) or 696 kM (Train HPSI pump) while main ining voltage at 4160 + 420 volt and frequency at 60 + 1.2 Hz.
3. Verifying the gene ator capabilit to reject a load of 5500 kM without tri ing. The nerator voltage shall not exceed 6240 volts du 'ng and f lowing the load rejection.

Simulating a loss-of-of it power by. itself, and:

a) Verifying deenergiz on of the emergency busses and load shedding from the mer ncy busses.

b) Verifying the d esel star s on the auto-start signal, energizes the mergency bu es with permanently connected loads within 0 seconds, ene gizes the auto-connected shutdown lo ds through the lo d sequencer and operates for greater t n or equal. to 5-+in tes.while its generator is loaded w' the shutdown loads. After energization, the steady tate voltage and frequen of the emergency busses shall e maintained at 4160 + 420 olts and 60 + 1.2/-0.3 Hz duri g this test.

5. Verify' that on an ESF actuation test si pal (without loss-of-offsi e power) the diesel generator starts b the auto-start sig 1 and operates on standby for greater.th n or equal to 5 inutes. The steady-state generator voltage and frequency all be 4160 + 420 volts and 60 + 1. 2 Hz withi 10 seconds after the auto-start signal; the generator voltag and frequency shall be maintained within these limits ring this test.

11. Verifying that the fuel transfer pump transfers fuel from each fuel storage tank to the day tank of each diesel via the installed cross connection lines.
12. Verifying that the automatic load sequence timer is OPERABLE with the interval between each load block within + 1 se ond of its design interval.

Verifying that the following diesel generator lock t features prevent diesel generator starting only when requ ed:

) (turning gear engaged) b (emergency stop)

e. At least nce per 10 years or after any modifi ations which could affect die l generator interdependence by s rting the diesel generators s multaneously, during shutdown and verifying that the diesel genera rs accelerate to at least 00 rpm (steady-state generator volta e and frequency of 4160 + 420 volts and 60 + 1.2 Hz) in less than or qual to 10 seconds.
f. At least once per 0 years by:
1. Draining each f 1 oil stor e tank, removing the accumulated sediment and clea ing the ank using a sodium hypochlorite solution or the eq ivale , and
2. Performing a pressur est of those portions of the 'diesel fuel oil system desi d to Section III, subsection ND of the ASME Code at a test pre sure equal to 110Ã of the system design pressure.

4.8. 1. 1.2 Each diesel generator shall be demonstrated OPERABLE:

In accordance with the frequency specified in Table 4.8-1 on a STAGGERED TEST BASIS by:

1. Verifying the fuel level in the day tank.
2. Verifying the fuel level in the fuel storage tank.
3. Verifying the fuel transfer pump can be started and transfers fuel from the storage system to the day tank.

a). Synchronize with the offsite power source while the generator is loaded with its emergency loads upon a simulated restoration of offsite power, b) Transfer its loads to the offsite power source, and c) Proceed through its shutdown sequence.

10. Verifying that the following diesel generator lockout features prevent diesel generator starting only when required:

a) turning gear engaged b) emergency stop

ELECTRICAL POWER SYSTEMS A.C. SOURCES SHUTDOWN LIMITING CONDITION FOR OPERATION 3.8.1.2 As a minimum, the following A.C. electrical power sources shall be OPERABLE:

a. One circuit between the offsite transmission network and the onsite Class 1E distribution system, and
b. One diesel generator with:
1. Day tank with a minimum level of 2.75 feet (550 gallons of fuel),
2. A fuel storage system with a minimum level of BOX (71,500 gallons of fuel), and
3. A fuel transfer pump.

APPLICABILITY: MODES 5 and 6.

ACTION:

With less than the above minimum required A.C. electrical power sources OPERABLE, immediately suspend all operations involving CORE ALTERATIONS, positive reactivity changes, movement of'rradiated fuel, or crane operation with loads over the fuel storage pool. In addition, when in MODE 5 with the reactor coolant loops not filled, or in MODE 6 with the water level less than 23 feet above the reactor vessel flange, immediately initiate corrective action to restore the required sources to OPERABLE status as soon as possible.

SURVEILLANCE RE UIREMENTS 4.8.1.2 The above required A.C. electrical power sources shall be demonstrated OPERABLE by the performance of each of the Surveillance Requirements of 4.8.1.1.1, 4.8.1.1.2, and 4.8.1.1.3.
