',Q L;L The deferral of this demonstration until after the power ascension testing phase does not significantly decrease the level of safety at PVNGS Unit 1.

The ECWS has been successfully tested in the preoperational testing program and during the test-ing to meet the surveillance requirements of Technical Specification 3.7.3.

Additionally, the ECWS has operated successfully during shutdown periods of the PVNGS Unit 1 Startup testing program.

procedure for the conduct of a

spray pond monitoring program at PVNGS.

Contained within this procedure is a demonstration of the heat removal capability of the essential cooling water system (ECWS) in conjunction with the operation of the essential spray pond system.

Step 5.6 of this procedure states that the demonstration of the heat removal capability of the ECWS is schedul-ed to be performed during power ascension testing.

Contrary to this expected

schedule, the required plant initial conditions for the performance of this demon-stration will not be obtained during the PVNGS Unit 1 power ascension testing phase.

The proper plant initial conditions will be obtained during the first cycle of operation for PVNGS Unit 1 and the demonstration will be conducted during the first cycle of operation prior to shutdown for the first refueling outage.
