WNP-2 OVERSIGHT PANEL MEETING MINUTES - June 20, 1996 The WNP-2 Oversight Panel convened by conference call on June 20, 1996. The topics included the following: C. Paulk and P. Gage summarized the preliminary inspection findings related to the licensee's installation of the adjustable speed drives (ASD) for the recirculation pumps and the digital control system for the reactor feedwater pumps. Their assessment was that both projects were "turnkey" projects done by GE and Lovejoy and the licensee was not involved in the initial design of the modifications, but did become involved in the factory testing and post-receipt testing. The licensee was more involved in the installation of the ASD than the digital feedwater control system. For both projects, the inspectors found that the licensee had not conducted thorough planning and some of the planning was being done as the work progressed. For example, the status of the a'ccomplishment of testing for the ASD modification could not be readily determined, and neither maintenance procedures nor a preventative maintenance program had been developed as the 1'icensee focused on system installation and testing. The "inspectors noted that the licensee had elected to test certain aspects of the modifications while at. power rather than before power operation even though testing could have been done while not at power. Based on the inspectors'omments, the licensee revised some test plans. T. Colburn noted that the NRR review of the modification/testing of the ASD installation/engineering work did not identify any significant issues. ~ R. Barr noted that overall the outage just completed was on par with the last outage. While previous outage problems were not evident (i.e., problems with open vessel activities and work planning deficiencies), some other problems did occur (i.e., preparations for crane/h'oist usage). Selection of replacements for the Operations Manager (C. Schwarz) and RP Manager (J. Albers) have not been.made. ~ The Panel discussed the strategy for review of the licensee's self-assessment. to have the licensee present a summary of the assessment as part of an Oversight Panel meeting. ~ T. Colburn noted that recent licensee discussion of the dry cask storage plans indicated that WNP-2 was well behind in cask planning activities. The Oversight Panel noted that there has been recent industry events.'which could cause further'delays in the licensing and approval.'of dry casks.I ~ The Oversight Panel discussed plans for the next meetings and concluded that the July meeting would be an NRC-internal meeting conducted by telephone. The Oversight Panel noted that the next meeting would need to be coordinated with the planned Chairman's visit to the WNP-2 site on August 20 and should include discussion of the licensee's self-assessment.
