WNP-2 OVERSIGHT PANEL NEETING MINUTES - November 2, 1995 The WNP-2 Oversight Panel convened by conference call on November 2, 1995.

The topics discussed included the'ollowing:

The next proposed meetings with the licensee were:

December 12, approx.

9:00 noon (at the Arlington Texas Office) with a pre-meeting in the afternoon of December ll (2)

February 15, 20, or 26 (at the WNP-2 site)

Proposed agenda topics for the next Panel meeting with the licensee should be provided to H.

Wong by monday, November 6 with transmit'tal to J.

Dyer by November 8 to support the December meeting.

Recommendations for inspections at WNP-2 were:

Radiation protection:

upcoming downpowers to perform control rod drive system component replacement work

[R. Barr to provide K. Brockman with possible time frames in November and December to maximize opportunities to observe work activities]

Operations:

expand T. NcKernon's operator licensing examination site visit to include control room observations and/or auxiliary operator observations Naintenance:

self and independent verification activities Use of F. Brush (Callaway resident inspector) at WNP-2 Use of J. Clifford during site visit the week of 12/4 engineering and/or operations issues K. Brockman will be at WNP-2 on ll/30 for operator license presentations (should consider possible inspection/review activities)

Should consider the use of inspectors which have been to WNP-2 for reinspection efforts (i.e.,

Followup of the NC 40500 (Corrective Actions) inspection performed by the P. Koltay team should include an assessment of the current status of corrective actions.

Augmented operations inspections should occur in the February/Narch time frame to review pre-outage activities The Oversight Panel meeting with the licensee in February 1996 should include discussion of outage activities and planning

[H. Wong to coordinate this topic with the licensee]

J. Clifford's background summary is viewed as an excellent starting point for review of the areas of licensee weakness/inspection focus.

Comments on the summary should be submitted to H.

Wong.

[H. Wong to develop the summary into a suitable document for inspector use in preparation for WNP-2 inspections]
