WNP-2 OVERSIGHT PANEL MEETING MINUTES - January 22, 1996 The WNP-2 Oversight Panel convened by conference call on January 22, 1996.
The topics discussed included the following:
The next site visit and meeting with the licensee would occur on the morning of February 15, 1996, at 9:00 am at the General Services Building.

'meeting with the licensee regarding the refueling outage, which begins on April 13,
- 1996, should be scheduled for the afternoon of February 15, 1996.
a The topics of the Oversight Panel meeting on February 15, 1996 should include discussions of: equipment operator support, system engineering support to operations, design engineering support for the outage, and health physics/ALARA for the outage high dose work.
Other topic areas include human performance, and the PES-Business Plan interface (licensee suggestions).
[Note: The licensee has indicated that the PES Business Plan portion will be short.]
The outage meeting will include the following items:
Outage Scope:
Major modifications Major maintenance How Operations is integrated into the outage ALARA consideration for the outage Major modifications being installed prior to the start of the outage Training for the modification work Inspection planning issues were discussed including:
Conducting a
portion of the FIRS inspection prior to the commencement of the
- outage, looking at clearances/tagging both at the beginning of the outage and coming out of the outage.
First quarter performance and outage performance were emphasized as periods where the licensee performance has been notably weaker.
