Dear Hr. Ferguson:

Subject:

Turbine ltafntenance Commitment for 1JNP-2 Turbine Hfssfle Issue tie have reviewed the 1JNP-2 facility with regard to the turbine missile fssue and conclude that the probabflfty of unacceptable damage to safety-related systems and components due to turbfne missf les fs acceptably low (i.e., less than 10-" per year) provided that the turbine missile genera-tion probability fs maintained to be 10 5 per reactor year or less for the life of the plant by an acceptable maintenance program.

In reaching this conclusion, the staff has factored into consideration the unfavorable orientation of the turbine generator.,

The staff considers the turbine mfssile issue as a confirmatory item ff tlashfngton Public Power Supply System agrees to:

(a)

Submit for NRC'approval, within three years of obtaining an operating license, a turbine system maintenance program based on the manufacturer's calculations of mfssfle generation probabilfties, or (b)

Volumetrically inspect all low pressure turbine rotors at the second refuelfhg outage and every other (alternate) refueling outage thereafter until a maintenance program fs approved by the staff, and-(c)

Conduct turbine steam valve maintenance, (followfng initiation

. 'of power output), fn accordance with present NRC recommen'datfons as stated fn SRP Section 10.2 of NUREG-0800.

Please contact Raj Auluck,, Lfcensfng Project Manager, if you desire any discussion or clarfffcatfon on this issue.
