FERMI 2 - SUPPLEMENTAL INFORMATION NEEDED FOR ACCEPTANCE OF REQUESTED LICENSING ACTION RE: LICENSE AMENDMENT REQUEST TO REVISE TECHNICAL SPECIFICATIONS TO ELIMINATE MAIN STEAM LINE RADIATION MONITOR REACTOR TRIP AND PRIMARY CONTAINMENT ISOLATION SYSTEM GROUP 1 ISOLATION FUNCTIONS (CAC NO. MG0228; EPID L-2017-LLA-0274)
Dear Mr. Polson:
By letter dated August 24, 2017, DTE Electric Company (DTE or the licensee}, submitted a license amendment request (LAR) for Fermi 2 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML17237A176). The proposed amendment would eliminate the main steam line radiation monitor functions for initiating: (1) a reactor protection system automatic reactor trip and (2) the associated (Group 1) primary containment isolation system automatic closure of the main steam isolation valves and main steam line drain valves.
The purpose of this letter is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staff's acceptance review of this LAR. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
Consistent with Section 50.90 of Title 10 of the Code of Federal Regulations (10 CFR), an amendment to the license (including the technical specifications) must fully describe the changes requested, and following as far as applicable, the form prescribed for original applications. Section 50.34 of 10 CFR addresses the content of technical information required.
This section stipulates that the submittal address the design and operating characteristics, unusual or novel design features, and principal safety considerations.
In order to make the application complete, the NRC staff requests that DTE supplement the application to address the information requested in the enclosure by October 19, 2017. This will enable the NRC staff to begin its detailed technical review. If the information responsive to the NRC staff's request is not received by the above date, the application will not be accepted for review pursuant to 10 CFR 2.101, and the NRC will cease its review activities associated with the application. If the application is subsequently accepted for review, you will be advised of any further information needed to support the staff's detailed technical review by separate correspondence.
The information requested and associated time frame in this letter were discussed with Jason Haas of your staff on September 29, 2017.

SUPPLEMENTAL INFORMATION NEEDED AMENDMENT REQUEST DTE Electric Company FERMI 2 Docket No. 50-341 Additional information is needed to review the new set of atmospheric dispersion factors provided in the August 24, 2017, license amendment request (LAR). The atmospheric dispersion factors for accident analysis from the condenser and steam-jet air ejector included in Table 1 of Enclosure 1 to the LAR submittal represent new or different values for the turbine building vent and reactor building exhaust stack release points from those that were reviewed when license amendment 160 was issued in September 28, 2004, "Selective Implementation of Alternative Radiological Source Term Methodology" (ADAMS Accession No. ML042430179).
As discussed in our September 29, 2017, phone call, please provide the following information:
- a. The hourly meteorological dataset (in electronic format) used to derive the updated x/Q values in the format specified for input to the ARCON96 atmospheric dispersion model (i.e., Appendix A to Regulatory Guide 1.194).
- b. The ARCON96 input and output files used for all source-receptor pairs.
- c. A graphic showing the relative locations of the sources and MCR receptors.
- d. A table identifying the distance and direction of the source-receptor pairs, as well as the heights of the main control room intakes and release points.
