PURPOSE This procedure provides the steps necessary to control the plant during an automatic turbine runback.
B.
ENTRY CONDITIONS/SYMPTOMS 1.
SYMPTOMS The symptoms of AUTOMATIC TURBINE RUNBACK are; a.
Annunciator E-28, POWER RANGE ROD DROP STOP -54/5 sec alarm, or b.
Annunciator C-14, ROD BOTTOM ROD STOP alarm, or c.
MRPI Indicated Rod on Bottom d.
Annunciator F-30, OPaT TURBINE RUNBACK, or e.
Annunciator F-31, OTaT TURBINE RUNBACK.

2 Check Turbine Load DECREASING Place EH in manual and decrease turbine load as necessary.

Vith a PR lover detector failed low, the plant could experience both a dropped rod turbine runback with continuing aT runbacks.
3 Establish Cause Of Turbine Runback:
a.
Check for dropped rod runback:
o Annunciator AR-E28, power range rod drop rod stop-5X/5 sec alarm - LIT
-OR-o Any PR channel
- INDICATING SIGNIFICANTLY LESS THAN THE OTHER 3 CHANNELS a.
Check for delta T runback:
o Annunciator AR-F30, OPAT TURBINE RUNBACK alarm - LIT.
-OR-o Annunciator AR-F31, OTaT TURBINE RUNBACK alarm - LIT.
-OR-
-OR-o Annunciator AR-C14, ROD BOTTOM ROD STOP alarm (AR-C14) - LIT
-OR-o Any delta T within 1.71 F of OP or OP setpoint.
Go to Step 8.
o MRPI Indicates - ROD ON BOTTOM 4 Verify Turbine Load Reduction AT LEAST 204 Place EH in manual and reduce load by 20X.

Steam dump valves operating as necessary
- TO CONTROL TAVG WITHIN +6'F OF TREF Operate steam dump'anually:
- a. Place steam dump mode selector to MANUAL.
- b. Place S/G cond stm dump HCV-484 controller to MANUAL.
c.
Open steam dump valves as required to stabilize Tavg within +6'F of Tref.
6 Establish That Stable Plant Conditions Are Being Achieved:
- a. Tavg - TRENDING TO TREF b.
PRZR pressure
- TRENDING TO 2235 PSIG c.
PRZR level - TRENDING TO PROGRAM
- a. Insert control rods or, if necessary, decrease turbine load to match Tavg to Tref.
- b. Verify proper operation of PRZR heaters and spray or take manual control of PC-431K.
- c. Verify proper operation of charging pump speed controllers or take manual control of speed controllers to control PRZR level.

- a. Refer to ER-NIS.3, PR MALFUNCTION.
- b. IF PR lower detector has failed lov, THEN:
- 1) Allov runback to reduce reactor pover to 75X.
- 2) Place EH in manual to terminate the runback.
- 3) Refer to ER-NIS.3, PR MALFUNCTION.
c.
PR upper detector
- NOT FAILED LOW
- c. Refer to ER-NIS.3, PR MALFUNCTION.
- d. Annunciator AR-C14, ROD BOTTOM ROD STOP alarm - EXTINGUISHED e.

Go to AP-RCC.2, RCC/RPI MALFUNCTION.
NOTE:
Tavg will indicate high or lov for some instrument failures affecting steam dump control, rod control, and PRZR level control.
8 Verify Adequate Turbine Load Reduction:
o EH setter and turbine load-DECREASING Place EH control in manual and reduce turbine load until high delta T condition clears.
-OR-o Turbine runback signal - CLEARED

11 Check And Compare All Delta T Channels:
o All 4 delta T channels actual aT and hT setpoint
- INDICATING APPROXIMATELY THE SAME VALUE o All 4 delta T channels-RESPONDING TO THE TURBINE RUNBACKS Perform the folloving:
a.
Check for instrument failure:
r o
1 delta T channel indicating significantly different than other 3 and not responding to turbine runback.
o Any PRZR pressure or Tavg channel malfunction.
- b. IF 1 channel is failed, THEN:

Allov runback to reduce reactor pover to 75X.
- 2) Place EH in manual to terminate runback.
- 3) Defeat failed channel (Refer to ER-INST.l, REACTOR PROTECTION BISTABLE DEFEAT AFTER INSTRUMENTATION LOOP FAILURE).

NOT OBTAINED CAUTION IF STEAM DUMP CONTINUES FOR A SIGNIFICANT LENGTH OF TIME, CONDENSATE TEMPERATURE AND CONDENSER BACK PRESSURE SHOULD BE MONITORED.

Tavg will indicate high or low for some instrument failures affecting steam dump control, rod control, and PRZR level control.
12 Establish Stable Plant Conditions:
Perform the following:
- a. Tavg - TRENDING TO TREF b.
PRZR pressure
- TRENDING TO 2235 PSIG c.
PRZR level - TRENDING TO PROGRAM d.
Steam dump valves - CLOSED e.
Rod insertion limit alarms-EXTINGUISHED
- a. Insert control rods or, if necessary decrease turbine load to match Tavg to Tref.
- b. Verify proper operation of PRZR heaters and spray or take manual control of PRZR press controller 431K.
- c. Verify proper operation of charging pump speed controllers OR take manual control of speed controllers to control PRZR level.
- e. Verify proper operation of rod control system.
