C. 20555 Re: St. Lucie Units 1 and 2 Docket Nos. 50-335 and 50-389 Severe Accident Management Guidelines Im lementation 94-04 The purpose of this letter is to inform you that Florida Power & Light Company (FPL) has completed implementation of the formal industry position on severe accident management approved by the Nuclear Energy Institute's (NEI) Nuclear Strategic Issues Advisory Committee on November 4, 1994. That FPL commitment, previously communicated in FPL letter L-95-103 dated March 29, 1995, stated that:

IrII wdl Assess current capabditres to respond to severe accident conditions using Section 5 of NEI 91-04, Revision 1, "Severe Accident Issue Closure Guidelines. "

Implement appropriate improvements identified in the assessment, wiChin the consbnints of exMng personnel and hardtvare, no later than December 31, 1998.

As committed in our letter L95-103, FPL utilized the implementing guidance (contained in NEI Report 91-04, Revision 1), to'omplete the assessment of severe accident management capabilities and made enhancements to the Combustion Engineering Owner's Group guidance, Generic Accident Management Guidelines, CE-NPSD-0916, Revision 0, for the St. Lucie Units. FPL implementation of the plant specific severe accident management guidelines was observed by the NRC resident inspector during an emergency drill in October 1998. The results of the NRC observations are documented in NRC Inspection Report 98-10.
