SI 1-15 OUTAGE ISSUES chedule re arati n Goal: All 1S month surveillances scheduled to enable at least 22 months to next outage.

Actual: Current schedule of 1S mo. surveillances will not allow enough time until they are due next outage.

Action: Bible/Wood/Hauger Team set up to identify 1S mo. surveillances.

Schedule 1S mo. surveillances as late as possible in outage.

Verify that no 18 mo. surveillances will go beyond 22 months.

May require shutdown 3 to 4 weeks earlier than current system schedule.

FOLLO%'-UP: The schedule willsupport not exceeding 22 mo. for all 18 mo. surveillances IK the next, Unit 1 outage start date is changed to 5L33'.99 (versus 9/20/99).

SL1-15 OUTAGE ISSUES uta e taffi tern c tract r loaned em .

O utage divided into three major windows: 13 days up-front, 43 days off-loaded (SGRP window), 19 days back-end.

Developing "Labor Strategy" to optimize available manpower and minimize costs across outage windows.

Action: Marchese/Wood/Scarola Evaluating turn key contract with ACC/CE for:

ENGINEERING SIGNIFICANT PC/Ms:

Quickloc In-Core Instrumentation (ICI) Flange Design Modification

~ Replace Unit 1 Reactor Instrument Nozzle Penetration and Sealing System With ABB Designed Quickloc System. Duplicate to Unit 2 Installation.

~ Implementation Will Reduce Time Requirements and Radiation Exposure By Reducing the Nozzle Flange Disassembly and Reassembly Complexity Thermo-Lag Reduction

~

Replace Containment Thermo-Lag radiant energy shield panels with 16 gage stainless steel sheet metal.

~ Reroute approximately 400 ft of essential circuits/cables to eliminate the need for reliance on Thermo-Lag fire barriers.

~ Replace the "B" Inverter Room Thermo-Lag walls and ceiling with a ceramic fiber/sheet metal structure. This structure consists of an inner and outer S.S.

sheet metal skin encapsulating 4" of ceramic fiber. Outage scope will entail the installation of the inner skin.

GL 96-06 Thermal Pressurization Relief Yalves

~ Thermal relief valves to be installed on 3 containment penetrations.

~

Refueling Pool Purification Supply Line

~ Refueling Pool Purification Return Line

~ Containment Sump Pumps Discharge Line

42 Addition of new Vfide Range Level Instrumentation to each Steam Generator (1A81B)

~ Install new Wide Range Level Instrumentation loops for each Unit 1 Steam Generator (1A & 1B)

~ Implementation will complete our efforts and commitment to the NRC for additional Wide Range Level Instrumentation for Reg. Guide 1.97

~ Engineering Package Installs two (2) Control Room Indicators, two (2) Level Transmitters, two (2) Spool Pieces (Root Valve ft Pipe) (One (t) for each Steam Generator (1A & 1B)), approximately 2000't of Cable and approximately 2000't of Tubing.

1A Main Transformer Replacement

~

Replace the existing 1A Main Transformer and Cooling System Duplicate to 1B Replacement Previously Performed.

~ Benefits

~ Replacement of Old Transformer with a new one will improve Unit 1 Reliability

~, Circulating Currents will be reduced

~ Provides Fall Arrestor Plates to both Unit 1 Main Transformers

~ Reduced Maintenance CEDMCS Upgrade (CPP ACTM)

Replace the Control Element Drive Mechanism (CEDM) Coil Power Programmer (CPP) Timer Module

~ The Replacement Automatic CEDM Timer Module (ACTM) Provides Enhance CEDM Motion Control (Via Coil Programming) to Minimize the Possibility of Dropped Control Rods

~ 'oncerns

~ Current Sensors (15% Failure) Returning to ABB/ABB

~ Paralleling Issue Potential Software Change/ABB

~ Software V8 V Validation Plan/FPL ABB

~ Delivery of ACTMS (11/24) ABB

~ Breaker Overload Potential Software Change /ABB

~ ECCS Recirculation Sump Screens

~ ECCS sump screens and gratings will be inspected and repaired (as necessary) to ensure proper installation, with no openings in excess of design basis limits. Loose or peeling coatings in sump will be removed.

~ PC/M 97-058 and Maintenance Procedure MSP-68.01 have been issued to provide design basis for sump screen configuration, acceptance criteria, and repair techniques.

69 INVENTORY REDUCTION OPPORTUNITIES

~ Implementing New Inventory Review Program Dec 97 SCAS (Spares Criticality Assessment System) has been used in over 300 industrial plants $ 350K and power plants. Typical results are a 15%

to 25% reduction in inventory. Will aid current restocking review process.

N

~ Consumable Project Ready for Implementation Consumable inventory identified and process developed. $ .8 million currently in consumable $ 800K category ready for funding.

I

~ Continuing with Vendor Agreements Established circulating water pump shaff $ 250K agreement since last status meeting.

~ Shared Inventory with PTN PTN and PSL stock some similar items.

The potential exists to reduce the overall $ 200K Nuclear Division inventory if both sites consolidate common inventory (approx $ 200K).

70 e

~ Fasteners Fastener consolidation at St. Lucie could reduce on site inventory by $ 1 million over $ 1,000K time, by utilizing redundantly stocked or compatible fasteners.

~ Over Max Review and DME Performing technical reviews on over max inventory to determine what material could $ 1,500K be written off if funding was available.

Currentl at $ 1.5 million.
