Nuclear Regulatory Cmmission Attn: Document Control Desk Washington, DC 20555 RE: St. Lucie Units 1 & 2 Docket Nos. 50-335 S 50-389 Proposed License Amendments Pursuant to 10 CFR 50.90, Florida Power and Light Company (FPL) requests to amend Facility Operating Licenses DPR-67 and NPF-16 for St. Lucie Units 1 and 2. Changes to Technical Specification Limiting Conditions for Operation 3.7.6.1 for St. Lucie 1 and 2 and associated bases, design feature 5.1.3 for St. Lucie 1, and indexes are forwarded herewith. The safety analysis supporting this proposal is also provided. Review of this proposal is requested by May 1, 1994.

The purpose of this change is to remove surveillance requirements related to dune and mangrove surveys from the Technical Specifications. Xt is considered that inherent design features rovide conservative protection for safety-related equipment. The urden of performing these surveillances 1s not warranted in light of the low nuclear safety significance of the dunes and mangroves. and 2 contains marked-up Technical Specification pages for St. Lucie 1 and 2, respectively. Attachment 3 is the Safety Analysis in support of this proposed amendment. Attachment 4 is the "Determination of No Significant Hazards Consideration."
