Re: St. Lucie Units 1 and 2 Docket Nos. 50-335 and 50-389 Proposed License Amendments Moderator Temperature Coefficient Surveillance Requirements TAC Nos. 66854 and 66855 By letter L-87-525 dated December 22, 1987, Florida Power 6 Light, Company (FPL) submitted a request to amend Facility Operating Licenses DPR-67 and NPF-16. The proposed amendments involved changes to the St. Lucie Units 1 and 2 Technical Specifications with respect to the requirements to perform a Moderator Temperature Coefficient (MTC) Test near the end of each cycle. These tests would not be required if tests conducted earlier in the cycle agree with design MTC calculations and if core reactivity characteristics predict that satisfactory MTC behavior will be obtained for the remainder of the cycle.

On October 26, 1989 and January 9, 1990 conference calls were held between FPL and the NRC to discuss questions the NRC had pertaining to the proposed amendments. By letter L-90-69 dated February 26, 1990, FPL responded to the questions. Also, on June 26, 1990, a conference call was held between FPL and the NRC to discuss FPL's L-90-69 submittal. During this call, the NRC proposed additional wording to the St. Lucie Units 1 and 2 Technical Specifications Surveillance Requirement 4.1.1.4.2.c.

The purpose of this submittal is to provide a revision to FPL's original amendment application of December 22, 1987, addressing the NRC's proposed wording change to Technical Specifications Surveillance Requirement 4.1.1.4.2.c. Marked up copies of the Technical Specifications pages affected by this revision are attached. FPL has reviewed the original FPL Safety Evaluation and No Significant Hazards Consideration determination of December 22, 1987, and determined that changes are not necessary.
