Enclosure L-17-232 Summary of Changes
ENCLOSURE Perry Nuclear Power Plant EP 0000 Revision 51 Change Summary Revision 51 of the Emergency Plan for Perry Nuclear Power Plant Docket Nos. 50-440 contained the following changes.
Several changes were made to the Emergency Plan to replace the obsolete seismic monitoring system with a new state of the art seismic monitoring system. These changes were evaluated in 10CFR50.54(q) PY-2017-014-00 and found to be compliant with 10CFR50.47(b) and 10CFR50, Appendix E.
Step 7.5.5 2nd paragraph was revised to incorporate the use of digitized time stamped information stored at each monitors location each monitor will trip an annunciator in the Control Room if an Operating Basis Earthquake (QBE) seismic signal is detected. Upon receiving a signal, the plant operators will verify that the plant is still in a safe operating condition, or take steps to return the plant to a safe condition.
Brief replacement system description:
The replacement system is a completely active system which utilizes six (6) new, Bartec'-Syscom, MS2008+ Microelectromechanical Systems (MEMS) Triaxial Accelerometers and six (6) new, Bartec-Syscom, MR2002-SM24-K Strong Motion Recorders. Accelerometers and recorders are to detect and record seismic activity in the following locations:
- Unit 1 Reactor Building foundation (Intermediate Building elevation 574')
- Two (2) non-foundation elevations (644' and 664') of Unit 1 Reactor Building mounted on the Reactor Building internal structure
- An independent seismic cat. 1 structure foundation (Intermediate Building elevation 574')
- A non-foundation elevation of an independent seismic cat. 1 structure (Intermediate Building elevation 599')
- One (1) free field location away from the structures near the microwave tower The new system has the same range and sensitivity, same power supply, set points of the monitors are equivalent to an QBE, and is more accurate and more reliable.
