ISSUANCE OF RENEWED FACILITY OPERATING LICENSE NOS. NPF-76 AND NPF-80 FOR SOUTH TEXAS PROJECT, UNITS 1 AND 2 (CAC NOS. ME4936 AND ME4937)
Dear Mr. Powell:
The U.S. Nuclear Regulatory Commission (NRC or the staff) has issued Renewed Facility Operating License Nos. NPF-76 and NPF-80 for South Texas Project (STP), Units 1 and 2, respectively. The NRC issued the renewed facility operating licenses based on its review of your application dated October 28, 2010, and supplemented by letters submitted to the NRC through May 2, 2017. The technical specifications for STP, Units 1 and 2 were not amended as a result of the NRCs license renewal review.
Renewed Facility Operating License No. NPF-76 for STP, Unit 1 expires at midnight on August 20, 2047. Renewed Facility Operating License No. NPF-80 for STP, Unit 2 expires at midnight on December 15, 2048.
The technical basis for issuing the renewed facility operating licenses for STP, Units 1 and 2, is set forth in Safety Evaluation Report Related to the License Renewal of South Texas Project, Units 1 and 2 (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML17146B091). The results of the environmental review related to the issuance of the renewed licenses are given in the record of decision (ADAMS Accession No. ML17138A276) and in NUREG-1437, Supplement 48, Generic Environmental Impact Statement for License Renewal of Nuclear Plants, Supplement 48, Regarding South Texas Project, Units 1 and 2, Final Report, dated November 2013 (ADAMS Accession No. ML13322A890).

contains Renewed Facility Operating License No. NPF-80 for STP, Unit 2 was well as the following appendices:
Appendix A, Technical Specifications Appendix B, Environmental Protection Plan is a draft copy of the related Federal Register notice of issuance of the renewed licenses as sent to the Office of the Federal Register for publication.
The technical specifications reflect amendments issued under Title 10 of the Code of Federal Regulations (CFR) Part 50 to STP as of the date of this letter. Amendment No. 212 to Facility Operating License No. NPF-76 and Amendment No. 198 to Facility Operating License No. NPF-80 were issued by the NRC by letter dated July 11, 2017 (Agencywide Documents Access and Management System Package Accession No. ML17019A001). In accordance with 10 CFR Section 54.33(d), STP Nuclear Operating Company shall update the technical specifications regarding Amendment No. 212 for Unit 1 and Amendment No. 198 for Unit 2 consistent with the timing requirements set forth in those amendments.
