SAFETY EVALUATION REPORT RELATED TO THE LICENSE RENEWAL OF SOUTH TEXAS PROJECT, UNITS 1 AND 2 (CAC NOS. ME4936 AND ME4937)

Dear Mr. Powell:

By letter dated October 28, 2010, South Texas Project Nuclear Operating Company (the applicant) submitted a license renewal application (LRA) pursuant to Title 10 of the Code of Federal Regulations Part 54, to renew operating licenses NPF-76 and NPF-80 for South Texas Project (STP), Units 1 and 2, respectively for review by the U.S. Nuclear Regulatory Commission (the staff). The staff determined that the LRA was complete and acceptable for docketing on January 13, 2011.

Since that time, the staff has reviewed the STP LRA, performed onsite audits, in-office audits, and inspections, issued requests for additional information (RAIs), reviewed the applicants responses to the RAIs, developed a safety evaluation report (SER) with open items dated October 14, 2016, and subsequently met with the Advisory Committee on Reactor Safeguards (ACRS) Subcommittee on Plant License Renewal on November 17, 2016. The staff has closed the open items and has developed the enclosed SER (ADAMS Accession No. ML17146B242 for Volume 1 and No. ML17146B224 for Volume 2) to document its findings associated with the safety review of the LRA and supporting documentation for STP.
