SAFETY EVALUATION AND REQUEST FOR ADDITIONAL INFORMATION ON HILTI BOLT ISSUE (TAC NOS.
65292 AND 65293)
The NRC staff has completed its review of the subject issue, and has concluded that the Hilti bolt allegations have been resolved with two exceptions.
To resolve these exceptions, we request that you provide, within 60 days of receipt of this letter, information to: (I) Demonstrate that no Hilti bolts have been installed from opposite sides of a seismic Category I concrete structural
- element, where the bolts are overlapping and are spaced closer than 1 1/2 bolt diameters; or justify the use of all bolts with such spacing and (2) Demonstrate that the downgraded bolt holding strength discussed in IE Information Notice 86-94 does not impair the integrity of Hilti bolts at Diablo Canyon, or commit to take appropriate actions to ensure bolt integrity.
The staff safety evaluation is enclosed.
