OF MARCH 16, 2017, PUBLIC MEETING WITH PURDUE UNIVERSITY REGARDING LICENSE AMENDMENT APPLICATION FOR AN ALL-DIGITAL INSTRUMENTATION AND CONTROL SYSTEM (CAC NO. MF9347)
On March 16, 2017, a Category 1 public meeting and teleconference was held between the U.S.
Nuclear Regulatory Commission (NRC) staff and representatives of the Purdue University Research Reactor (Purdue), at the NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of this meeting was to discuss the Purdue license amendment request, dated February 27, 2017 (Agencywide Documents Access and Management Systems (ADAMS) Accession Nos. ML17061A262, ML17061A264, and ML17061A265), for approval of changes to the license and technical specifications to allow an upgrade to an all-digital instrumentation and control system. The meeting notice and agenda, dated March 2, 2017, are available in ADAMS at Accession No. ML17065A319. A list of attendees is provided as an enclosure.
The discussion included clarifications about the signal path and system architecture, independence of the control system and the reactor protection system, and the development of the application software being implemented in the new digital system. The need for an understanding of design documents such as the software development specifications was emphasized by the NRC staff. NRC staff also emphasized that it will use the current draft of Parts 1 and 2 of the Interim Staff Guidance, augmenting Chapter 7 of NUREG-1537, to evaluate the license amendment request (ADAMS Accession Nos. ML15134A484 and ML15134A486) for its reviews. The NRC staff will review the submittal to ensure that the material content from Part 1 was addressed in the submittal and will use the acceptance criteria in Part 2 to review the application. NRC staff will continue its acceptance review and provide written feedback to the licensee.
Purdue staff reiterated their request for an expedient review due to persistent noise issues affecting equipment operability.
